GENERAL INFORMATION ABOUT CITYRINGEN:
Metroselskabet (MS) is constructing Cityringen in Copenhagen. Cityringen comprises i.a. 16 km tunnels, 17 underground stations and 4 shafts.
SPECIFIC INFORMATION ABOUT THE BRANCH OFF TO NORDHAVNEN:
Metroselskabet is also constructing a branch off to Nordhavnen.
The branch off to Nordhavnen is a dual track branching off Cityringen, starting after a bifurcation chamber on
Cityringen located under the lake called Sortedams Sø.
The first approx. 1,800 metres will be in the form of a bored twin tunnel, following which, over a distance of
approx. 350 metres, the branch of to Nordhavnen will be taken up to ground level via a cut & cover tunnel and a
ramp; finally, the the branch of to Nordhavnen will end with approx. 250 metres of elevated metro.
A tunnel station will be established near the existing Nordhavn S-train station, while an elevated station
will be established at the quay called Orientkaj. Furthermore, a shaft will be established in the park called
Krauseparken.
The branch of to Nordhavnen will be prepared for possible extension further to the station at Orientkaj.
The branch off to Nordhavnen is divided into 4 contracts (CRNH1, CRNH2, CRNH3 and CRNH4).
The present contract notice comprises the Contract No. 3 (CRNH3).

The procurement process described in this contract notice comprises CONTRACT No. CRNH3 Above Ground Civil Works including Design, Civil Works, Mechanical & Electrical works and Architectural Works for:

Four Tenderers will be selected from among the applicants that comply with the minimum requirements of item III.2 of the contract notice based on an overall assessment of how the contracting authority can obtain the most attractive tenders. This overall assessment comprises the below items A and B: A) An assessment of technical capacity and competence on the basis of information requested in item III.2.3 of the contract notice. B) An assessment of the applicant's capacity in regard to whether the applicant will be able to carry out the assignment offered for tender assessed on the basis of the information requested in item III.2 of the contract notice. Questions (if any) from potential applicants will be answered and uploaded to www.bascon.dk/da/udbud. A company can only submit one (1) application for prequalification.

FORMALITIES:

1) The request for participation must be submitted in three copies of the same wording and a digital copy on a USB or a CD.

INFORMATION NEEDED:

2) The request must specify the company(ies) requesting prequalification; phone numbers; e-mail address and name of contact person.

3) The request must include a general description of the company(ies).

4) According to Consolidation Act No. 336 of 13 May 1997, the applicant must enclose a solemn declaration in respect of due, unpaid debt to the authorities.

5) The request must also be accompanied by a solemn declaration to the effect that the applicant is not excluded from participating in the tender procedure for reasons specified in Article 54 (4), second sentence (corresponding to the Public Procurement Directive, Article 45 (1)), and that the applicant is not excluded from participating in the tender procedure for reasons covered by the Public Procurement Directive, Article 45 (2), letters a, b, c, e and f.

If the request for participation comes from a consortium / JV, the abovementioned information in nos. 2-5 must be given for each participant in the consortium / JV.

ECONOMIC INFORMATION NEEDED:

6) The request must be accompanied by audited annual reports for the company(ies) applying for prequalification for the last three years available.

FORMALITIES:

- If the request for participation comes from a consortium / JV, annual reports must be submitted for each participant in the consortium / JV.

- If the application is based on economic and financial capacity of a third party (e.g. a parent company) annual reports must also be enclosed for such third party; furthermore, an availability declaration from the third party must be enclosed, cf. Article 54 (5) of the Utilities Directive.

MINIMUM REQUIREMENTS: There must be no risk worth mentioning that for financial reasons the applicant will not be able to complete the assignment satisfactorily.

Teknisk og faglig kompetence:

TECHNICAL INFORMATION NEEDED:

7) The request must be accompanied by a description of the applicant's experience over the last ten years with works that is comparable to the assignment.

8) The description of experience must be documented to the extent relevant and possible by means of references containing a description of the nature of each project, the client, a contact person if available, the physical and financial size of the project, the work performed by the applicant and the time schedule of the project carried out.

9) The request must be accompanied by information about the applicant's approximate number of employees who have been involved in comparable assignments within the last three years.

FORMALITIES:

- If the request for participation comes from a consortium / JV, the above mentioned information in nos 7- 9 must be given for each participant in the consortium / JV.

- If the application is based on technical capacity from a third party, the said information i nos. 7 - 9 must also be given for the third party (e.g. subcontractors and consultants); in addition must be enclosed:

a) an availability declaration from the third party, cf. Article 54 (6) of the Utilities Directive, and

b) information about which part of the works (if any) the third party is expected to execute.

MINIMUM REQUIREMENTS:

The application must document solid experience with – and competence for – solving assignments corresponding to the one offered for tender.

Complaint against not being prequalified shall be lodged to Klagenævnet for Udbud not later than 30 calendar days counted from the day after the day the client has send a notification to the affected applicants.
