Annual Audits of the Democratic Government Facility, Uganda

The Democratic Governance Facility, DGF is funded by the agencies of Austria, Denmark, Ireland, Netherlands, Norway, Sweden, United Kingdom and EU. The DGF provides funding to Civil Society Organisations, Government and State Institutions in Uganda. The DGF partners receive funding varying from DKK 200.000 to several million DKK. The assignment being tendered is an audit assignment which is expected to comprise of an annual audit of the DGF's Project Management Unit, approximately 100 partner audits per year as well as an annual consolidated audit of the DGF in Uganda. The contracted entity is expected to be an auditor with experience from similar assignments in Uganda.

No restrictions on nationality;
In situations where conflict of interest occurs, Tenderers will be excluded from participation, e.g. any Tenderer (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

Any Tenderer who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded;
Any Tenderer may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Tenderer;
The Tenderer, and in the case of the Tenderer being a joint venture each member and other legal entities, shall be committed to the principles of the United Nations Global Compact or have a Code of Ethics. Verification shall be attached to the Letter of Tender.

(b) Technicians or technical bodies;
(c) Measures for ensuring quality;
(d) Capacities for production, studies, and/or research;
(e) Education and professional qualifications;
(f) Environmental management measures;
(g) Average annual manpower;
(h) Tools/plants etc.;
(i) Subcontracting;

Mindstekrav til niveauet:
(a) 1 similar contract entered or finalized in the last three years;
(b) Not applicable;
(c) An ISO 9001 certification or similar, or an acceptable operating quality assurance and management system;

(e) Management has relevant technical and management experience;

(g) List of average manpower divided on Management staff and other staff. Minimum usually well in excess of those required for the assignment;

Financing conditions and payment arrangements will appear in the tender dossier;
The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.

The Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;
