Agricultural sector Programme for Employment and Economic Growth within the Agricultural Sector 2013 – 2018: Technical advisory services to the Chamber of commerce of Private Sector Representatives in Niger (CCIAN/ME) and the National network of the Chambers of Agriculture in Niger (RECA)

This mission focuses on the provision of technical support to component 1 " Support to value chains " of the Programme for the Promotion of Employment and Economic Growth in Agriculture ( PECEA ) 2013 - 2018, funded by the Danish Ministry of Foreign Affairs.
The mandate of the Technical Assistance to support the implementation of Component 1 "Support to value chains " is to develop the skills of the Maison de l'Entreprise (ME), Chamber of Commerce and Industry and Crafts of Niger (CCIAN), and the National Network of Chambers of Agriculture (RECA) and their branches in the regions of Zinder and Diffa in Niger (Agricultural Chambers and Chambers of Commerce).
Technical assistance will be essential for facilitating the development of skills of staff of these structures in terms of:
i) private agricultural sector development / value chains,
ii ) establishment of mechanisms and tools adapted for operating cost-shared funds,
iii ) development of clusters,
iv) support / advice for the development of integrative projects and private - private partnership ( between companies / farmers' organizations in the same value chain).
v ) support to public and private sector dialogue, marketing / training and dialogue,
vi) planning, supervision, monitoring, evaluation and integration of gender issues and priority and cross-cutting themes.
TA will be based in CCIAN/ME and RECA in Niamey and in Zinder and Diffa and will work in close collaboration with these.
Selection of the five candidates that will be invited to tender will be according to a ranking based on evaluation of the “similar services” presented by the applicants. The “similar services” shall as far as possible prove that the applicant have the experience described below:
The applicants should have substantial experience in supporting private organizations in relation to the Agricultural sector and in the management of matching grants for the private sector in Francophone Sub Saharan Africa. Knowledge of Agricultural value chains, production, processing, marketing and sale would be an advantage.

Failure to comply with this will lead to disqualification of the Tenderer. The candidate for the position of Team Leader and the candidate for the position of Specialist of value chains, training and communication will be invited for interviews. Failure to comply with this will lead to disqualification of the Tenderer. A group of economic operators will be required to enter a joint venture agreement;
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;
