DONG Energy operates the turbines on Horns Rev 2 and Nysted offshore wind farm by default, but due to lack of resources there is a need for external service providers for WTG service.

The procedure for this Tender is a negotiated procedure where participants have to request for participation cf. section III 2.1 - 2.5. If more than five economic operators submit applications for participation that comply with the requirements specified above, the Contracting Entity will select five operators to participate in the tender procedure. The Contracting Entity will invite those applicants which appear to offer the best qualifications based on an overall assessment of the documentation requested in sections III.2.2 and III.2.3. In particular, the Contracting Entity will base this selection on: (i) experience and competences within the specific turbines, (ii) the quality and relevance of the references submitted by the applicant; (iii) the number of relevant technical personnel; and, (iiii) the financial solidity of the applicant; cf. section III 2.2 and III.2.3. The applicants are hereby informed that the contracts will be signed by one or more of the following companies: DONG Energy Wind Power Denmark A/S, DONG Energy Horns Rev 2 A/S, DONG Energy – Anholt Offshore A/S, DONG Energy Nysted I A/S, should DONG Energy Wind Power Denmark A/S acquire the latter, as the contracting Entity.

Applicants must document the following:

1) A short presentation of the company, including name, address, company registration number and contact informations in connection with this Tender

2) Solemnly declare that the Company, cf. article 54 in EU Directive 2005/17/EF:

— Is not in suspension of payments,

— Has not been declared or requested bankrupt,

— Is not in liquidation or compulsory composition,

— Has not been judged by the force of law for a punishable act,

— Has fullfilled its obligations regarding social responsibilities in the country in which the company is registred,

— Has no unpaid due debt to the Public in the country in which the company is registred.

The declaration must be signed by the Company.

The above should be submitted in one hard copy and one electronical copy (USB or cd-rom).

Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3

Økonomisk og finansiel stilling:

Applicants must submit the following:

1) Financial statements (annual reports) for the last year. New companies that do not have two years financial statements can prove their financial capabilities in another way e.g. by budgets etc.

The above should be submitted in one hard copy and one electronical copy (USB or cd-rom).

Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.

Teknisk og faglig kompetence:

Applicants must submit the following:

1) Documentation for experience and competences within the specific turbines (Siemens 2,3 MW VS and Siemens 2,3 MW CS). Documentation can be in terms of education certificates, references etc.

2) An overview of the expected number of relevant technical personnel with sufficient experience/education for the year 2013

3) References for similar services and offshore service within the last 3 years. New companies with references for less than 3 years must submit references for whatever possible period.

4) Information on subcontractors if relevant.

The above should be submitted in one hard copy and one electronical copy (USB or cd-rom).

Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.

There are no specific requirements to the legal form to be taken by the group, but if a group of economic operators submit a joint offer, all economic operators in the group must be jointly and severally liable for the performance and fulfillment of the contract. A contactperson for the Consortium should be nominated.

The Company must be able to document experience and competences within the specific turbines on each site, cf. point III.2.3 (Horns Rev 2: Siemens 2,3 MW VS and Nysted: Siemens 2,3 MW CS).
