DONG Energy Thermal Power A/S

Supply, erection and commisioning of Combustion air fans/booster air fans for the purpose of converting a fossil fueled power plant into biomass fired power plants. The power plant are in size of several hundred MW. The 4 mills are capable of grinding biomass pellets down to a particle size that allows the biomass to be used as fuel in suspension fired boilers. Each mill has a capacity of 46 tonnes pr. hour.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:

A. Company name, ownership and corporate form, adress, identification number and contact person of the applicant. If the applicant is a subsidiary, the name and address of the parent company must be stated as well as any information on the name and address of a

Danish representative.

B. A solemn declaration as to whether the tenderer has fulfilled his obligations in respect of the payment of contributions to social security schemes in accordance with the legislation in the country in which the tenderer is domiciled and in Denmark. And to whether the tenderer, has fulfilled his obligations in respect of the payment of taxes and duties in accordance with Danish legislation.

Økonomisk og finansiel stilling:

B1. Ownership and corporate form. If the applicant is a subsidiary, the name and address of the parent company must be stated as well as any information on the name and address of a Danish representative.

B2. Annual accounts for the previous three years and if 50 % (or more) of the company is owned by another company, the same information must be stated concerning the parent company. The accounting information shall include net turnover, result of primary operations, result after taxation, balance sheet total, equity ratio (equity capital as percentage of the total assets).

B3. Documentation - signed by guarantor - that the applicant can provide a bank guarantee or guarantee commitment of 10 % of the contract value as security for meeting his obligation to deliver.

B4. If the application is based on other companies economic and financial capacity it is required to enclose a statement proving that these companies ressources are available to the applicant fullfilling his obligations in this contract, i.e. a parant company guarantee or other financial support statement.

Teknisk og faglig kompetence:

C1. Documentation of the applicants quality management system is required. If the applicant is eg. ISO 9001 certified a copy of the certificate can be used as documentation. If a non-certified system is utilized it is required that the applicant describes:

a) The executive policy of the company concerning quality management - including name and position of the person who is responsible for the quality management in the company,

b) The system for document control in the company,

c) How the company assures that systems, procedures and/or working procedures are monitored,

d) How the company works to prevent and correct actions to diminish deviations from systems, procedures and/or working procedures,

e) How the company evaluates its quality management system,

f) The company's program for instructing employees in quality management and initiatives to secure the employees ability to carry out the job,

g) How the administration of sub-supplier is conducted.

C2. Documentation of the applicants environmental management system is required. If the applicant is ISO 14001 certified a copy of the certificate can be used as documentation. If a non-certified system is utilized it is required that the applicant:

a) describes the executive policy of the company concerning environmental management - including name and position of the person who is responsible for the environmental management in the company;

b) how the company assures that systems, procedures and/or working procedures to follow up on unwanted incidents are monitored;

c) how the company evaluates its environmental management system;

d) how the company works to reduce its impacts on the environment;

e) how the company has learned from cases where injunctions has been written out or fines has been received for offence of the environmental legislation.

C3. Statement of the applicant’s workshop and production facilities.

C4. References of similar installations, which the applicant has on order or has delivered, erected and commissioned within the last 10 years. The list of references shall include information for contact to owners of referred systems (name, address, telephone number etc.) and extent of work (disciplines involved, duration, place and value of contract).

C5. If the application is based on other companies technical capacity there must as well be enclose a statement proving that these companies ressources are available to the applicant fullfilling his obligations in this contract.

C6. Statement of the applicant’s facilities for detailed engineering, planning and management of the works. Description of engineering staff(fact finding, commissioning, spare parts engineering and welding procedures) is required, as well as a description of the experience of supervisors and general mechanics in the workshop.

The deadlines are provided in Danish act. no 492 of 12.5.2010 on enforcement of the public procurement rules, etc (only available in Danish).

Complaints about not having been pre-qualified must be filed within 30 calender days from the day after the day when the contracting entity has notified the applicants in question about the result of the pre-qualification provided that the notification contains a short statement of relevant reasoning behind the decision.

The complainant must notify the contracting entity in writing of the filing of a complaint with Klagenævnet for Udbud (the Review Board for public procurement) at the latest when he files the complaint with Klagenævnet for Udbud, and the notification must contain information about whether the complaint is filed ind the standstill period.

If the complaint is not filed in the standstill period, the complainant must also state if it is requested that the complaint be granted suspensory effect.
