The purpose of the tender is to purchase a cryogen free dilution cryostat with magnet.
The system is to be used for experiments at millikelvin temperatures for research in quantum electron transport at Niels Bohr Institute and its Center for Quantum Devices. The system will typically be used for electrical measurements on semiconductor quantum dots, nanowire devices and similar nano-electronic circuits.
This tender is for the cryostat and magnet only; measurement equipment will be built in-house. The laboratory has already experience with dilution cryostats, cryogen-free cryostats, and superconducting magnets.
The system should be of the cryogen-free design with extensive wiring for electrical measurements (incl. high frequency coax lines), space for low-temperature electronics/filtering, a mechanism for rapid sample exchange, and a two- or three-axis (‘vector rotate’) magnet.
The cryostat is expected to operate with a base temperature around 10 mK while also allowing temperature dependences at higher temperatures. The measurements will not dissipate any significant power at low temperature. Frequent sample exchanges are necessary but extended measurement series (months) are also expected. The field of the multi-axis magnet is expected to be at least 3 T and 8 T in two orthogonal directions, respectively.

1. Warranty for 2 times an additional year (i.e. year 2 and 3);

2. Bipolar magnet power supplies;

3. Additional wiring (coax types and attenuators);

Any tenderer will be excluded from participation where that tenderer:

(a) Has been the subject of a conviction by final judgment concerning participation in a criminal organisation, corruption, fraud or money laundering;

(b) Is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;

(c) Is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;

(d) Has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;

(e) Has been guilty of grave professional misconduct proven by any means which the Contracting Authority can demonstrate;

(f) Has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of Denmark;

(g) Has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of Denmark; or

(h) Is guilty of serious misrepresentation in supplying the information required under this clause or has not supplied such information.

Consolidated Act no. 336 of 13 May 1997 on limitation of debtors' participation in public works contracts, etc., stipulates that, in connection with the purchase of goods and services, the public contracting entity shall demand that any tenderer make a solemn declaration stating to which extent the tenderer has unpaid mature debt to any public authorities in the form of taxes, duties and contributions to social security schemes under Danish law or under the laws of the country in which the tenderer has its registered office.

In order to prove that one or several of the aforesaid grounds for exclusion do not exist, the tenderer must complete and sign Template A - Solemn declaration, which is available at www.brugertjenesten.dk.

If the Contracting Authority finds it necessary, the tenderer who the Contracting Authority intends to contract with is obligated to provide further documentation that one or several of the aforesaid grounds for exclusion do not exist.

Økonomisk og finansiel stilling:

The tenderer must document its financial and economic capacity by providing the following documents:

(a) The entity's annual reports for the last 2 completed financial years;

(b) A statement of the equity for each of the last 2 completed financial years by the tenderer completing the relevant section in Appendix 2 - bid schedule.

Mindstekrav til niveauet:

The tenderer must meet the following financial and economical minimum requirement:

— An equity of no less than 500 000 DKK for each of the last 2 completed financial years.

Teknisk og faglig kompetence:

The tenderer must document its technical capacity by providing the following documents and completing the relevant section in Appendix 2 - bid schedule.

(a) A statement of the tenderer's annual turnover from business comparable to the contract covered by this procedure for the last 2 completed financial years;

(b) A list of the most important and comparable contracts completed by the tenderer maximum 2 years before the submission of the tender stating the time as well as the name and telephone number of the recipient. The Contracting Authority reserves the right to check such references and the tenderers may provide more references than the required 5.

Mindstekrav til niveauet:

The tenderer must meet the following minimum requirements for technical capacity:

— An annual turnover from business comparable to the contract covered by this procedure of no less than 10 000 000 DKK for the last 2 completed financial years,

— The tenderer must provide at least 3 and no more than 5 references for comparable supplies which at the time for submission of the tender are maximum 2 years of age.
