Process and Monitoring Consultant for Programme for Democratisation, Human Rights and Civil Society Development in Ukraine, Moldova and Belarus

The Danish Ministry of Foreign Affairs plans to finance a programme for Democratisation, Human Rights and Civil Society Development in Ukraine, Moldova and Belarus with a total budget of 65 000 000 DKK over a 4 year period (2012-2016). The overall objective of the proposed programme is to contribute to the strengthening of civil society and human rights organisations in the three countries leading to more inclusive, democratic and rights based governance. The immediate objectives of the programme are to 1) increase the capacity of community based organisations and other human rights actors to contribute to the democratic processes and 2) to improve an enabling environment for realisation of democratic rights and civil society-government dialogue.
The programme intends to address the immediate objectives with country specific interventions while at the same time promoting collaboration between relevant actors from the three countries. UNDP is expected to be the main partner to the programme in Ukraine, whereas Eastern Europe Foundation (EFF) is expected to be the main partner in Moldova. Activities in Belarus will be implemented through a number of international and/or Danish civil society organisations with whom the Danish Ministry of Foreign Affairs will sign agreements directly. The overall responsibility for implementation of the programme lies with the Danish Ministry of Foreign Affairs.
This contract is for a Process and Monitoring Consultant (PMC) who will be assigned to assist in monitoring and advising participating CSOs, with a particular focus on activities in Belarus. In addition to monitoring and advising the Process and Monitoring Consultant will – upon agreement with the Danish Ministry of Foreign affairs – be responsible for the administration of funds related to:
a) Coordination and joint activities at regional level (3 Mill. DKK):
In addition to the country interventions the programme will promote international capacity development, regional networking, joint advocacy initiatives and mutual exposure and learning between partners and actors from the three countries. The Process and Monitoring Consultant may recruit local, regional and international experts and organisations to arrange these activities and events.
b) Review and audit (1 Mill. DKK):
A mid-term review will be conducted in order to assess overall progress and propose possible adjustments in activities and outputs.
Tasks of the Process and Monitoring consultant:
— establish contact with all relevant MFA partners,
— assist partners where necessary in finalising agreements and reporting formats according to MFA civil society guidelines,
— advise and where needed assist partners on systematisation and dissemination of lessons learned and good prac-tice,
— keep regular contact with partners in the three countries and in particular Belarus,
— together with the international civil society organisations undertake efforts for strengthening the resource base of Ukrainian, Moldovan and Belarusian consultants and in-house facilitators in capacity development,
— promote exchange of experiences between partners in the three countries. Sub-contracting of service providers for organizing the regional activities,
— receive semi-annual reports and provide feedback and suggestions for improvements to the partners,
— regularly provide MFA with an overview of the progress at programme level,
— promote the application of the aid effectiveness agenda within the programme, including coordination and har-monisation with other international organisations,
— assist implementing partners and other relevant actors with capacity development and insight in international experiences with tools and good practices related to organisational development, civil society organisation governance, management, accountability, participatory methods, etc.,
— with a focus on security issues and aid effectiveness as-sist partners with complying with requirements in MFA aid management guidelines,
— prepare and attend meetings in the regional Program Management Committee and with the two national partners UNDP in UA and EEF in MD,
— administer and conduct budget control of the financial resources for the coordination and joint activities at regional level placed under the Process and Monitoring Consultant,
— facilitate an external mid-term review, and participate as resource person in the review,
— compile a programme completion report with overall lessons learned.
Tasks related to the Belarus component:
— provide an overview of the progress at programme level and in each project,
— undertake monitoring at programme level as well as fol-low the Danish/international civil society organisations’ monitoring at project level by using the approved project documents and the received progress reports,
— providing advice to the Belarus/Danish/international partnerships through Skype, meetings and visits to the partners,
— provide advice related to capacity development on broader aspects of the Belarus/Danish/international partnerships,
— promote coordination and harmonisation with other in-ternational organisations supporting civil society in Belarus, in particular with the international agencies supporting the same Belarus partners as the Danish funded programme. In addition, attending relevant international meetings regarding Belarus, e.g. the Belarus International Implementers Meeting (BIIM),
— prepare a component completion report at the end of the programme period.
The assignment requires a consultant company with experience in providing similar services. The company would ideally have expertise in the following areas:
— experience with managing/monitoring multi-country implementation programmes within the field of civil society, human rights and democratization,
— experience from working with civil society organisations in Eastern Europe, in particular in Belarus,
— experience in providing or facilitating capacity development of civil society organisations,
— experience in working with civil society organisations and actors as change agents.
