Peace and Security for Development in the Coast Region - Technical Assistance to CSOs, Kenya

The component comprises Denmark’s support to Civil Society Organizations (CSOs) working for Peace and Security for Development (PSD) in the coastal region of Kenya.
The component aims to address the causes of conflict in the coastal region, i.e. land grievances and economic marginalization, radicalization and the effects of escalations of violence that hit the area in the post-2007/2008 election crisis, and which has occurred previously in the same region.
Five community based organizations have been chosen for support. They all have comparative advantages either as key faith-based (or inter-faith based) member organizations, youth focused organizations, or organizations working specifically on human rights issues.
It is envisaged that through the Danish support, the organizations will be in a position to increase their capacity to:
(1) represent minority rights,
(2) provide conflict mitigation activities and conflict resolution in potential hotspots in the region, and,
(3) engage proactively with the Government of Kenya’s structures at regional and country level to mutually plan for and respond to emerging crises.
Based on institutional, financial and programme capacity assessments of the organizations, the Consultant will provide technical assistance within these areas on a demand-basis.
The scope of work falls within four main areas:
1) Capacity assessment of the CSOs, including:
a) Financial management, Institutional Structures, Processes and Instruments;
b) Programme development, management and monitoring;
c) The organisation’s ability to network and undertake advocacy.
2) Based on the capacity assessment and dialogue on partner priorities, provide technical assistance for institutional development in accordance with the needs identified and upon request from the CSOs.
3) Assist CSOs in developing relevant data baselines for progress measurement, analysing operational achievements and challenges of the organisations, and providing progress and financial reporting to donors.
4) Provide technical assistance on areas of substance relevant to the CSOs, on a call down basis, including:
— Conflict Management and Peace Building.
— Good Governance and Human Rights Advocacy.
— Training, facilitation and civic education.
— Gender perspective in conflict and mediation.
It is important that applicants can prove experience from previous capacity development of CSOs, including institutional development related to programme and financial management. The applicants should also have previous experience working in policy spaces, and with peace-building, security and development from a state and non-state actor perspective, preferably including Kenya.
Office accomodation in Mombasa will be required. The advisors providing the TA should preferably be able to speak Swahili.
