Papesprim. Technical and financial management of component B, support to small and medium-sized enterprises (SME) and technical follow-up on infrastructure in Djenné and Bandiagara, Mali
Background: the Papesprim program in Mali has since 2008 supported creation of jobs in the private sector. Taking into account the difficult situation in Mali since March 2012 the program has been reformulated and will end by December 2013. Past experience has surfaced difficulties in implementing the program and in finding financing for the private sector. Hence, it has been decided to trust the technical and financial management of the program’s support to small and medium-sized enterprises (SME) and the technical follow-up on infrastructure in Djenné and Bandiagara with a consultancy company.
Description: The present project concerns Papesprim, Component B having as objective that the private sector contributes to financial growth, to poverty alleviation and job creation with special emphasis on the women and the young. To that effect a budget of FCFA 2 billion (22,8 million DKK) has been affected that will be managed by the consultancy company.
The consultancy company will support the program from its head office as well as from offices to be set-up in Ségou and Mopti. In the field the consultancy company’s team will provide technical and financial support to PME’s in the two regions in conformity with the established procedures and also follow-up on infrastructures in Djenné and Bandiagara. The company will set up an independent team from its head office to audit and quality assure the services. A total of 75 manmonths of assistance by different national and international experts is foreseen.
The assignment lasts 12 months starting 1.1.2013.
