Framework agreement for video production services

Femern A/S

An essential component of the coming year’s communication initiatives is Femern's plan to produce a series of videos that set out the project’s current status along with the activities and events that lie ahead.
The videos will appear on Femern's web site and in Femern's infocentre as well as being included in presentations to partners and other stakeholders. The intention is also to make the videos available to national and international TV stations. The videos would include news releases for key events – such as pre-qualification and submission of applications for regulatory approval – when the media would be expected to show particular interest in the Fehmarnbelt project. Finally the videos may form a significant part of a retrospective film about the project in connection with, for instance, its inauguration in 2020.
To achieve these intentions, Femern needs to conclude contract with a supplier who will be responsible for production, archiving and distribution.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:
The candidate shall provide the following information:
a) Name and address of the candidate;
b) Candidate's contact person.
An authorised representative of each candidate (extending to each member of a bidding consortium) shall provide a written declaration that:
1) The candidate is not subject to proceedings for bank rupcy, winding-up or special arrangement with creditors;
2) The candidate has not been convicted of any offence concerning his professional conduct;
3) The candidate has fulfilled all obligations related to taxes and security contributions.
Økonomisk og finansiel stilling:
The candidate (and each member of a bidding consortium, if applicable) shall provide the following information:
a) Annual reports or at least balance sheets for the previous 2 financial years;
b) Statement of overall turnover and turnover with respect to the services to be performed respectively for the previous 3 financial years.
Teknisk og faglig kompetence:
The candidate (and each member of a bidding consortium, if applicable) shall provide the following information:
a) A list of the principal assignments with respect to the services to be performed for the previous 3 financial years. For each assignment the candidate is asked to give the following information: the value, dates and type of client (public or private) as well as type of project/operation and the kind of services provided;

b) General information about the candidate's organisation including numbers of employees and managerial staff during the last 3 years (CVs documenting experience and skills of any particular personnel shall not be included in the request to participate).

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse:
Parent company guarantees will be required upon signing of the contract in case of subsidiaries acting as bidders or members of a bidding consortium.

Objektive kriterier for udvælgelse:
Assessment of objective criteria: a) Practical knowledge of journalistic working methods for TV production (weighting factor 3), b) experience of producing films and videos for major companies, organisations or authorities - ideally related to the building and construction sector (weighting factor 3) c) experience from international collaboration with TV stations (weighting factor 2) d) organisation (weighting factor 2). For each selection criterion applications from candidates will be given a rating as follows: 0 - not acceptable 1 - fair 2 - good 3 - excellent. Candidates with a rating "not acceptable" on any criterion will not be selected.
