Framework agreement for opinion poll services

The contract comprises a representative survey conducted in Northern Germany (Schleswig-Holstein, Mecklenburg-Vorpommern and Hamburg) and Denmark. It aims at assessing peoples’ opinions on various topics related to the Fehmarnbelt Fixed Link. The scope of services includes:
Assistance in finalizing a list of survey questions (in English) in close consultation with the client.
Reviewing translations provided by the Client (Danish and German).
Survey programming.
Standard socio-demographic factors should be also recorded, such as age, sex and education.
Interviews should take approximately 15 minutes. Once the survey has been finalized, the average interview time shall be reviewed.
Computer-assisted telephone interviews (CATI) shall be used to conduct the survey.
Telephone numbers are to be selected using the random last two-digit dialing procedure in line with state-of-the-art survey techniques.
Sampling.
Carrying out field work in Denmark and Northern Germany concurrently.
The sample shall cover 1,000 individuals (net) in Northern Germany and 1,000 individuals (net) in Denmark.
The population to be surveyed is over-18s living in private households.
Preparing and checking data.
Data weighting.
Encoding of recognizable names.
Evaluating the results, presented as a table.
The report should also examine changes over time. The survey has been conducted annually since 2009. The 2013 results should be discussed in the historical context for the years 2009, 2010, 2011 and 2012.
Providing an SPSS data set.
The key results should also be represented in charts and graphs.
Written analysis of the results in the form of a summary report.
The bidder shall be able to deliver the services for 2013 in May 2013.

The Candidate (and each member of a joint venture or a partnership, if applicable) shall provide the following information:
a) A list of the principal assignments in respect of the services to which the contract relates. For each assignment the following information shall be included:
The value, dates and client, public or private, the kind of services provided;
b) General information about the Candidate's organisation including numbers of employees for the last three years in this organisation (CVs documenting experience and skills of dedicated personnel shall not be included in the Request to Participate);
