Evaluation of media support under the Danish-Arab Partnership Programme
Technical assistance to an independent evaluation of media support under the Danish Arab Partnership Programme (DAPP) 2005-12. DAPP was launched in 2003 as part of the Danish Government’s new strategy for development cooperation A World of Difference. Between 2003 and the beginning of 2011 a total of 691 000 000 DKK has been disbursed. Funding levels from 2012 and onwards are expected to amount to approximately 275 000 000 DKK annually.
DAPP has the dual objectives of 1) Establishing a basis for improved dialogue, understanding and cooperation between Arab countries and Denmark, 2) Supporting existing local reform processes in the Middle East and North Africa (MENA).
The objective of the evaluation is to answer the following overall questions:
— To what extent and how has media support contributed to enhanced dialogue between media partners? What have been key factors of success and failure?
— To what extent and how has media support contributed to development of media freedom in the MENA countries where programmes have been implemented?
— To what extent and how has DAPP been flexible and adjustable to support the reform movements in fulfilling their objectives?
— Which lessons can be learned for future media support in the region?
