Evaluation of Danida supported research on agriculture and natural resource management

Danida has provieds support to development research within a range of subjects for several decades. Over recent years, annual funding for development research has ranged between DKK 200 and 285 000 000, which have been disbursed through various channels, including the Consultative Research Committee for Development Research (FFU), research networks, centre contracts with KU-LIFE, international research institutions and within sector programme support.
An external evaluation is planned to document the effectiveness, efficiency, results and applications of the development research supported and provide lessons learnt of relevance to future Danida support to development research. The period covered is expected to be from 2006 to 2011. In order allow the evaluation to pursue an adequate level of analytical depth the thematic scope is mainly limited to research within the theme of "agriculture and natural resource management". This thematic area has received substantial support and represents an area of strong interest to Danida. The evaluation will cover about 100 supported research projects but include more in-depth analysis of a sample of projects and in two specific countries (to be selected; one will be francophone).
For the preparation of the evaluation an issues paper has been prepared mapping Danida’s support to development research with agriculture and natural resource management. The issues paper provides an overview of central issues, challenges and observations related to the supported research as well as relevant Danida strategies and policies.
The candidates applying for PQ must provide references of experience with complex evaluations including experience from development research evaluations and experience with agriculture/natural resource management in developing countries.

No restrictions on nationality;

In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

As the task to be performed is an evaluation assignment Candidates may be excluded from participation, if their proposed candidates for key-personnel may question the independence and impartiality of the evaluation;

Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded;

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or tenderer;

The Candidate, and in the case of the Candidate being a joint venture, each member and other legal entities, shall:

1. Be committed to the principles of the United Nations Global Compact or have a Code of Ethics;

2. Have a business integrity management system;

Verification shall be attached to the Declaration (ANNEX A of the Application Form for Expression of Interest).

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (Annex B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

Teknisk og faglig kompetence:

(a) List of similar services provided in the last 3 years;

(b) Technicians or technical bodies;

(d) Capacities for production, studies, and/or research;

(e) Education and professional qualifications;

(f) Environmental management measures;

(g) Average annual manpower;

(h) Tools/plants etc;

(i) Subcontracting;

(j) Products supplied.

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to technical and professional ability:

(a) One similar contract entered or finalized in the last 3 years;

(b) Not applicable;

(e) Management has relevant technical and management experience;

(g) List of average manpower divided on Management staff and other staff. Minimum usually well in excess of those required for the assignment;

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a professional risk indemnity insurance equal to the total contract amount or otherwise defined in the tender dossier.

Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:

A group of economic operators will be required to enter a joint venture agreement;

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below;

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
