Definition and implementation of a Process Safety Programme in DONG Energy Thermal Power

Process Safety Project

Due to increasing market pressure DONG Energy Thermal Power wishes to improve performance (availability), lower cost and increase safety.
DONG Energy Thermal Power wants to carry out a Process Safety Program, phase 1 which consists of the following 7 elements:
1. Process Safety Culture/awareness project for all employees, integrated with current Health and safety initiatives
2. Technical Risk Management Project where safety critical components and systems on our Power Plants are identified and adequate maintenance on critical components and systems are specified and standardised. Also included is designing and implementing of a general risk based approach to maintenance. A final part of this project is technical knowledge sharing on plant performance and the usage of engineering standards.
3. Operational procedures and shift logging project, where operational procedures are defined and implemented. Also included in this project is specification, purchase and implementation of a new operations logging system to be used for example during shift handover.
4. Project on permit to work where a new permit to work system is specified, purchased and implemented.
5. Expanding a current safety incident reporting system (Synergi) to include process safety incidents.
6. Defining an alarm and control loop philosophy.
7. Survey of the process safety culture in the organisation and PAS55 Gap analysis at the end of phase 1
The delivery put out to tender is consulting services to aid DONG Energy Thermal Power through this programme. The delivery of the IT-systems itself are not included in the delivery.

Prior to the application to participate in the tender round there are no other specifications or documents concerning the tender procedure. The tender documents will be available to the applicants that are selected to participate in the tender round. Applications to prequalify must be received by DONG Energy by 16.5.2012 at 14 CEST (13:00 UK time). Applications must be delivered personally to the reception or forwarded to: DONG Energy A/S. Indirect Procurement. Nesa Allé 1. 2820 Gentofte Denmark. Att.: Maren Bjerre, Contract Manager. The application has to be marked "Prequalification concerning Tender Procedure for Process Safety Project". Applications received after expiry of the deadline will be refused and will not form part of the prequalification evaluation accordingly. Applications must be send to by way of one (1) signed original and one copy on a USB memory stick in a common, editable format. In case of deviations between the printed and electronic edition, the evaluation of the applications will be based on the original. Applications are considered as DONG Energy's property and will not be returned. DONG Energy A/S intends to prequalify 3 - 5 Applicants that are able to fulfil the requirements mentioned in this document.

Beskrivelse af mulighederne:

Consulting services for a phase 2 of the Process Safety Programme. The content and extent of phase 2 will be determined based on experiences from phase 1 plus the Survey of the process safety culture in the organisation and a PAS55 Gap analysis performed at the end of phase 1. The phase 2 might contain:

— Alarm and control loop management,

— Change management (Maintenance),

— Integrated KPI system,

— Integrated audit strategy,

— Staff competency management.

Betingelser for deltagelse
Økonomisk og finansiel stilling: The applicant has to enclose the company's annual accounts for the last 2 years.
Teknisk og faglig kompetence:

Documentation for the applicant's capacity to define and implement an extensive Process Safety Programme:

1 reference from the last 5 years within the Power Generation sector, similar to DONG Energy Thermal

Power with multiple Power Stations and with documented experience from implementing a multi discipline Process safety programme on power stations.

To be considered as a valid reference the application needs to state contact person and phone number.

References that cannot be reached on the referred number will not be considered a valid reference.

Size of Organisation:

The applicant must provide a statement of the annual average number of employees and leaders from 2010 to date.

Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:

When applicants apply combined, e.g. as a consortium, details on each individual member must be provided for the purpose of the suitability evaluation, regardless of the fact that it is the suitability of the consortium as a whole that is subject to evaluation. Members must jointly meet any minimum requirements.

Applying consortium members are liable jointly and severally vis-à-vis DONG Energy. One joint consortium representative must be appointed, with full power of procuration in relation to DONG.

Energy and to handle all contact with DONG Energy. A standard form for this purpose can be sent for when applying to mabje@dongenergy.dk.

An Applicant may rely on the capacities of other entities. If an Applicant wishes to rely on the capacities of other entities, the Applicant must prove that it holds the necessary resources, for example, by producing a description of mutual rights and obligations signed by all parties.

If the Applicant intends to use sub suppliers, the legal entity/entities have to be stated clearly in the application.
