In 2009, CPH found out, that the existing PIDS (Perimeter Intruder Detection System) no longer was able to detect intruders according to regulatory requirements for surveillance of Critical Security Restricted Area (CSRA) border. CSRA is the most critical of all airport security zones and covers aircraft stands, service roads, maintenance areas and taxiways outside the maneuvering area. Access to this area is subject to 100 % access control and 100 % security control. Border surveillance must be established so that objects (e.g. people and vehicles) are detected in case of unauthorized passing of CSRA border - and if possible, before the entry occurs - so that it is possible to prevent this from happening. In case of detection of an unauthorized passing the surveillance equipment must send an alarm to CPH alarm system.

The contracting entity will select maximum 5 candidates to participate. If more than 5 candidates meet the criteria for selection, the candidates invited to submit a tender will be choosen using the following criteria: (a) evidence of proven technical capacity to carry out the contract, including evidence of ability to deliver drawn from references for current and recent contracts of a similar size and nature; (b) evidence of proven economic and financial capacity to carry out the contract, including the size of the candidate's equity. The selected candidates will be required to sign a non-disclosure certificate prepared by the contracting entity before receiving the tender documents. All candidates are requested to sign and include the non-disclosure certificate as part of their request to participate. The certificate can be obtained from the contracting entity's contact person, cf. section I.1.). If a selected candidate has not included a signed certificate with the request to participate, the candidate will have to sign the certificate after the selection in order to recieve the tender documents. This may lead to a shortening of the time available to prepare the proposal. Request to participate shall be marked "Tender Application - CSRA Border Surveillance" and forwarded by mail or courier to the contracting entity's contact person, cf. section I.1.) in two (2) copies.

Betingelser for deltagelse

To be eligible for participating in this contract award procedure, candidates must not be in any of the situations listed in Article 45 of Directive 2004/18/EC.
Any candidate found by the contracting entity to be guilty of misrepresentation in providing any information required as a condition of participation in this tender produre or fails to supply information, may be declared ineligible and not selected to continue in the process.

Økonomisk og finansiel stilling:
The candidates must have the economic and financial capacity to perform the tasks covered by the contract.
The following documents shall be submitted:
(1) Evidence of relevant professional risk indemnity insurance.
(2) Audited income statement(s) and balance sheet(s), covering the 3 previous financial years comprising the overall turnover of the candidate and the candidate's equity.
Teknisk og faglig kompetence:
The candidates must have the technical and professional capacity to perform the tasks covered by the contract.
Information and formalities necessary for evaluating if requirements are met:
1) A statement of the applicant’s average annual number of full time employees (FTE) in general over the previous 3 years, including number of FTE related to airport services.
2) A statement of the Supplier’s product portfolio regarding airport solutions. The statement must include a description of the envisaged product roadmap for the systems and services relevant to this contract.
3) A declaration whether the applicant has a quality management system relevant to the subject of this contract, if yes state which (such as ISO 9001). The declaration must indicate whether the quality management system covers the entire company, or, if relevant, which parts of the company.

4) A reference list of deliveries and services carried out over the past 3 years regarding airport systems similar to the contract in question by Copenhagen Airports, detailing the value of the consideration received; when, where and to whom the services were carried out (including contact information).

5) If the applicant requests to use a sub-contractor’s technical capacity to fulfil the stated requirements in section III.2.3, a signed sub-contractor declaration.
6) The applicant´s products must have a CE Marking. Applicant must provide proof of the CE Marking to CPH.
7) The applicant must be able to provide following documents to CPH:
— Data sheet for the product,
— Documented test report for the product,
— Production specification,
— COC document,
— DOC document,
— EU approval (e.g. CE Making).
8) Frequencies used by the applicants products must either be free or may be assigned by CPH IT&T.
