Consultancy services for the Somaliland Development Fund

The Somaliland Development Fund (SDF) is a programme jointly funded by Danida and DFID. The current Danida contribution is DKK 112 million over 3 years. The value of the DFID contribution is yet to be approved, and is likely to be approximately 20 000 000 GBP over 4 years but the exact size of DFID’s contribution is currently under appraisal and will be confirmed in July 2012.
The SDF will support the Government of Somaliland (GoSL) to meet its developmental priorities as expressed in the Somaliland National Development Plan (NDP). More details on the NDP can be found at http://slministryofplanning.org/.
The SDF will also promote aid effectiveness through improved coordination with other donor programmes in Somaliland, including those of the World Bank (WB) and the United Nations Development Programme (UNDP).
The objectives of this consultancy are to establish and manage the SDF that builds on a recommended model that will emerge from ongoing consultations and a design phase. The SDF will:
— Support initiatives that improve the service delivery capacity of the GoSL,
— Focus on the developmental priorities as expressed in the NDP,
— Contribute to the overall fiscal framework under which the GoSL operates through alignment with national budgetary systems,
— Support public service management reforms,
— Support public financial management reforms.
The consultancy will be for an initial two years with an option to extend for another two years. A second option will be included in the contract to cater for the possibility that new donors will contribute to the Fund.
Please note that the successful service provider will be responsible for their own security and Duty of Care throughout the duration of the contract. This will include any personnel or subcontractors the service provider involves in the delivery of the Contract. Consultancy organizations will be required to confirm this in their tender.
The assignment requires a consultancy company with previous experience in service delivery in fragile and conflict affected states. In addition, the company would ideally have expertise in the following areas:
— Public financial management and public service reforms,
— Local government and decentralization,
— State and peace building,
— Economic development,
— Laws and regulation,
— Management of pooled donor funds in other fragile and conflict affected states,
— Experience of working in Somaliland and/or Somalia.
Kindly note, that the award of contract is subject to the final approval of the programme by the relevant authorities and the finalization of a Memorandum of Understanding between the Government of Denmark and Somaliland.
The assignment is a non-family duty station.
Information regarding pre-qualification and Invitation to tender is expected to be sent out in August of 2012 with commencement of contract by the end of 2012.
