The present assignment concerns technical assistance to the public sector component of the Danish agricultural sector Programme for Economic Growth within the Agricultural Sector in Burkina Faso, financed by the Danish Ministry of Foreign Affairs.
The component aims to improve framework conditions for the private agricultural sector and includes support to a) the development of the legal and regulatory conditions, and b) public infrastructure in selected value chains in 5 regions in Burkina Faso.
The technical assistance will be provided to:
— The Permanent Secretariat for the Coordination of Agricultural Sector Policies in Burkina Faso (Secrétariat permanent de la coordination des politiques sectorielles agricoles au Burkina Faso, SP-CPSA);
— The Department of Studies and Planning in the Ministry of Agriculture and Water (Direction des Etudes et de la Planification du Ministère de l'Agriculture et de l'Hydraulique, DEP/MAH); and
— The 5 Regional Councils supported by the programme.
The TA shall assist the authorities and the private agricultural sector in achieving the following objectives:
1. Development of the National Programme for Rural Development (PNSR) as the major planning, monitoring, and financing framework for agricultural development in Burkina Faso.
2. Improvement of agricultural production, productivity, quality and commercialisation, and specifically within the selected five value chains by optimising the strategic and the legal & regulatory framework and by the construction of public infrastructure.
Ther applicants should have substantial experience in supporting public administration in planning and monitoring within the agricultural sector and in supporting the implementation of rural infrastructure in Francophone Africa. The candidates should also have extensive experience in support to the development of the Private Sector. Knowledge of agricultural production, processing, marketing and sale would be an advantage.

A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

The addendum includes the following changes to the existing contract:
(A) A change in the consultant's team comprising a reduction of the team by six persons and an introduction of two new profiles (a sociologist and a value chain specialist) for the remaining period of the contract.
(B) An extension of the current contract period of 60 months by 30 months to a total of 90 months. This includes an increase in inputs for the team leader and six other key staff, including the two new profiles mentioned above in (A).
The total net value of the change (10 648 239 DKK) constitutes around 38 % of the value of the original contract (27 716 625 DKK).
