Component A - Technical Assistance to the Entrepreneurship of Private Agricultural Sector in Burkina Faso under the Programme for Economic Growth within the Agricultural Sector 2013 – 2018 (Programme de Croissance Economique dans le Secteur Agricole, PCESA)

The present assignment concerns technical assistance to the private sector component of the Danish agricultural sector Programme for Economic Growth within the Agricultural Sector in Burkina Faso, financed by the Danish Ministry of Foreign Affairs.
The component, Assistance to the entrepreneurship of Private Agricultural Sector (Appui à l'entrepreneuriat du secteur privé agricole), concerns support to small and medium enterprises in 5 regions within five selected value chains.
The technical assistance will be provided to:
— The Association of Private Sector Representatives in Burkina Faso (Maison de l'Entreprise du Burkina Faso, MEBF); and
— The Directorate general for the development of Rural economy (Direction Générale de la Promotion de l'Economie Rurale, DGPER).
The MEBF is a public acknowledged private association consisting of private sector representatives. The MEBF provides services within the field of economic information and advice, training and official registration of private sector actors.
The TA will assist the MEBF and DGPER to carry out the activities of the Component and strengthen the capacity of the private agricultural sector within the field of: i) development of value chains, ii) green growth initiatives and investments, iii) increased competitiveness, iv) cooperation between enterprises in the same value chain, v) dialogue between the public sector and the private sector, vi) improvement of regulatory and legal framework conditions for the sector, and vii) monitoring and evaluation.
TA will be based in MEBF and DGPER and will work in close collaboration with these.
The applicants should have substantial experience in supporting private organisations in relation to the agricultural sector and in the management of matching grants for private sector in Francophone Sub Saharan Africa. Knowledge of agricultural production, processing, marketing and sale would be an advantage.

Any legal entity may only submit one application. Applications not using the standard application form will not be accepted. However, please note that proof of a Business Integrity Management System as required in Annex A, point 4, is not required. Candidates for the Team Leader position will be invited for interviews during the evaluation after the tenders have been submitted. Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of the project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition.

Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded.

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer.

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall:

1. Be committed to the principles of the United Nations Global Compact or have a Code of Ethics;

Verification shall be attached to the Declaration (ANNEX A of the Application Form for Expression of Interest).

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (ANNEX B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity. Insurance equal to the total contract amount or otherwise defined in the tender dossier.

Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:

A group of economic operators will be required to enter a joint venture agreement.

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
