Metroselskabet (MS) is constructing Cityringen in Copenhagen. Cityringen comprises i.a. 16 km tunnels, 17 underground stations and 4 shafts. Copenhagen Metro Team (CMT) is contractor on Cityringen Civil Works using 4 TBMs for the tunnelling.
Metroselskabet is also constructing a branch off to Nordhavnen. The procurement process described in this contract notice comprises tunnelling from Nordhavnen to a bifurcation chamber at Cityringen, located under Sortedams Sø. The bifurcation chamber is constructed by CMT.
The scope of work includes supply of two TBMs and boring of approximately 2 X 1,800 meters tunnel with an inner diameter of approximately 4,9 meters.
The launch shaft at Nordhavnen and the ventilation shaft at Krause Parken is not part of the scope of work.
Metroselskabet has had a document prepared: “Information about the procurement process” (hereinafter refered to as "infodocument"), which gives potential applicants for prequalification further information about the prequalification and the future assignment.

Five Tenderers will be selected from among the applicants that comply with the minimum requirements of item III.2 of the contract notice based on an overall assessment of how the contracting authority can obtain the most attractive tenders. This overall assessment comprises the below items A and B: A) An assessment of technical capacity and competence on the basis of information requested in item III.2.3 of the contract notice. B) An assessment of the applicant's capacity in regard to whether the applicant will be able to carry out the assignment offered for tender within the timeslot, ref. infodocument section 2.4, assessed on the basis of the information requested in item III.2 of the contract notice. Questions (if any) from potential applicants will be answered and uploaded to www.bascon.dk/da/udbud A company can only submit 1 application for prequalification. Copenhagen Metro Team is allowed to apply for prequalification and Metroselskabet expects CMT to apply.

Betingelser for deltagelse

1) The request for participation must be submitted in three copies of the same wording and a digital copy on a USB or a CD.
2) The request must specify the company(ies) requesting prequalification; phone numbers; e-mail address and name of contact person.
3) The request must include a general description of the company(ies).
4) According to Consolidation Act No. 336 of 13 May 1997, the applicant must enclose a solemn declaration in respect of due, unpaid debt to the authorities.
5) The request must also be accompanied by a solemn declaration to the effect that the applicant is not excluded from participating in the tender procedure for reasons specified in Article 54 (4), second sentence (corresponding to the Public Procurement Directive, Article 45 (1)), and that the applicant is not excluded from participating in the tender procedure for reasons covered by the Public Procurement Directive, Article 45 (2), letters a, b, c, e and f.

6) The request must be accompanied by audited annual reports for the last three years available.
- If the request for participation comes from a consortium / JV, annual reports must be submitted for each participant in the consortium / JV.
- If the application is based on economic and financial capacity of a third party such information must also be enclosed for such third party; furthermore, an availability declaration from the third party must be enclosed, cf. Article 54 (5) of the Utilities Directive.

Minimum Requirements: There must be no risk worth mentioning that for financial reasons the applicant will not be able to complete the assignment satisfactorily.
Teknisk og faglig kompetence:
7) The request must be accompanied by a description of the applicant's experience over the last ten years with works that corresponds to the assignment and/or experience with works for comparable assignments.
8) The description of experience must be documented to the extent relevant and possible by means of references containing a description of the nature of each project, the client, a contact person if available, the physical and financial size of the project, the work performed by the applicant and the time schedule of the project carried out. Furthermore the description must inform the type of TBM used for the tunnelling and inform producing, transporting and installing of a segmental lining (if any).

9) The request must be accompanied by information about the applicant's approximate number of employees who have been involved in comparable assignments within the last three years.
10) The request must be accompanied by documentation for the applicants availability (ownership or how to get availability) of 2 TBMs suitable to do the tunnelling from the launch shaft at Nordhavn station to Østersøgade shaft in the time slot in the Cityringen construction programme resulting in two tunnels with an inner diameter not less 4.95 meters and an outer diameter less than 5.9 meters, cf. section 2.4 and 5 in the infodocument.

11) The request must be accompanied by specifications of the two TBMs addressing the challenges in the tunnelling offered for tender, cf. infodocument section 5. If the applicant will use refurbished TBMs the request must further be accompanied by a description of the changes/updates needed (if any) to make the TBMs suitable for the tunneling offered for tender.

12) If the applicant will use refurbished TBMs the request must be accompanied by information of ongoing and/or planned tunnelling, the TBMs shall execute (if any) before doing the tunnelling offered for tender including time schedules for such prior tunnelling.

— If the application is based on technical capacity from a third party, the said information i nos. 7 - 9 must
also be given for the third party (e.g. subcontractors and consultants); in addition must be enclosed:
a) an availability declaration from the third party, cf. Article 54 (6) of the Utilities Directive, and
b) information about which part of the works (if any) the third party is expected to execute.

Minimum Requirements:
The application must document solid experience with – and competence for – solving assignments corresponding to the one offered for tender.
The applicant shall demonstrate availability of two TBMs, cf. nos. 10 - 12 above.
The specifications for the TBMs shall be convincing in relation to the challenges in the tunnelling offered for tender, cf. nos 11 above.

Complaint against not being prequalified shall be lodged to Klagenævnet for Udbud not later than 30 calendar days counted from the day after the day the client has send a notification to the affected applicants.
