Administrative management of Denmark’s Peace and Stabilisation Response (FSB)
The Peace and Stabilisation Response (Freds- og Stabiliseringsberedskabet, FSB) was established at the beginning of 1995 in the Ministry of Foreign Affairs of Denmark. The overall objective of the FSB is to contribute to the efforts made either by governments or by the international community in the field of preventive diplomacy and conflict resolution in order to enhance peace and stability.
The FSB is responsible for the deployment of Danish personnel undertaking assignments in the field of humanitarian, electoral observation, conflict-preventive, civilian peacekeeping and peacebuilding missions within the framework of Denmark’s overall foreign, security and development priorities. For this purpose the FSB has a corps of about 420 Danish citizens with a wide variety of educational and professional profiles (hereafter FSB experts). They are normally fully employed elsewhere, but have made themselves available to be deployed on a short notice for FSB assignments.
Presently, the FSB has an annual budget of 33 000 000 DKK. 3 000 000 DKK is budget support to UNDAC (United Nations Disaster Assessment and Coordination) and the TIPH mission (Temporary International Presence in Hebron) in Palestine. The remaining DKK 30 million have in the period 2008-2012 been administered by a private company on behalf of the Danish Ministry of Foreign Affairs. They are primarily used for the deployment and training of about 150 civilian experts annually, including 30-40 long-term secondments to EU or UN missions. It is estimated that the level of deployment and training of civilian experts will remain at a comparable level in the coming years. In the last few years, support to EU’s civilian CSDP (Common Security and Defence Policy) missions (i.e. EULEX Kosovo, EUPOL Afghanistan, EUMM Georgia) and the TIPH observer mission in Palestine have taken up most of the FSB financial resources. Election observation only represents about 10 % of the FSB budget.
It is expected that the coming years will bring an increased focus on CSDP missions and other international efforts (e.g. UN or regional organisations) in fragile states and conflict ridden areas.
Since April 2008 the administrative management of FSB has been outsourced. It is estimated that the company uses app. 800 person days per year on FSB, including training and recruitment.
The current contract expires during the first half of 2013, and the MFA now wishes to re-tender the contract. The contract will be for an initial 36 months with the option for a second phase of 24 months.
The day-to-day administration includes recruitment of app. 30 new FSB members a year, facilitating security clearances and maintaining a database to facilitate efficient identification and deployment of personnel. The service provider will also have to handle all the practical arrangements related to deployments of experts, including contracts, organisation of briefings, vaccination, transportation, insurance, etc.
The Service provider will have to maintain contact with the MFA’s Department of Stabilisation and Security Policy and relevant 'country desks' regarding upcoming deployments and other relevant activities.
The MFA is still responsible for the political aspects of the FSB. This includes evaluating and prioritising incoming requests for Danish experts. In some cases, deployments take place in close cooperation with the Danish National Police, with the Danish Defense Forces or the Danish Emergency Management Agency.
Furthermore, the Service Provider will also organize some of the required training activities. This is expected to correspond to approximately 70 person days per year. Experts are required to complete two mandatory courses prior to postings: A FSB introduction course and a HEAT (Hostile Environment Awareness Training) security course. The latter is run by the Danish Emergency Awareness Agency. In addition, thematic training or workshops may be developed in cooperation with the MFA in order to ensure continued competence development of the FSB and its experts.
In addition, the Service Provider will also be responsible for a quarterly newsletter regarding the activities of the FSB and assist with other external communication regarding the FSB, including maintaining relevant online information on the FSB.
Kindly note that all personnel working with the FSB will have to be security cleared. As deployment of personnel often has to happen within a tight time limit, the Service Provider has to be able and willing to react on very short notice.
The Service Provider is expected to operate, and maintain a CV database with the aim of ensuring efficient identification and deployment of FSB personnel. In case the Service Provider does not already have access to a database, the contract will include an option for the upgrading or development of an appropriate CV database/roster.
An applicant will preferably have experience within the following areas:
— personnel recruitment and administration,
— thorough knowledge and understanding of fragile states and development as well as humanitarian assistance,
— training.
Kindly note that the award of contract is subject to the final approval of the programme by the relevant authorities. Furthermore, the contract is subject to the Government's annual budget appropriation of the programme.
