Acquisition of Rubber Track Systems for the armoured personnel carrier M113 G3/G4

The tender regards the delivery of Rubber Track Systems (RTS) to be used with the Danish army's armoured personnel carriers (APC) of the type M113 G3/G4.
The contract consists of an initial delivery of 20 RTS for the APC M133 G4 (6 road wheel arms) together with the option to place additional order for 10 RTS for the APC M133 G3 (5 road wheel arms) and/or 10 RTS for the APC M133 G4 for a period of 2 years following the commencement of the contract.
The delivery of the initial order shall take place no later than 30 March 2013.
The RTS shall function as an endless track system or as tracks divided in into segments. For the G4, the RTS shall be designed for a maximum weight of 22 000 kg and each side of the tracks shall weigh a maximum of 600 kg. For the G3, the RTS shall be designed for a maximum weight of 18 000 kg and each side of the tracks shall weigh a maximum of 500 kg.
The RTS shall be delivered as a kit that contains; 2 rubber tracks, 2 sprockets, 2 tensioners and 2 idlers.
The tracks shall not be wider than 430 mm and shall allow utilization of grousers. On APCs with a gross vehicle weight of 18 000 kg the ground pressure shall not exceed 80 KPa (nominal ground pressure) and 225 KPa (maximum ground pressure). The rubber tracks shall be capable of operation in climatic categories A1 to C3 as defined in AECTP 200 or equivalent. Furthermore, the tracks shall sustains temperatures of up to 120 C and ambient air temperatures of up to 50 C; have a tractive effort of 80 % or more of the gross vehicle weight, and sustain a mean lateral acceleration of 5 m/s^2.
The mean durability of the tracks shall be documented by the tenderer as well as data on noise and vibration levels.
Documentation shall be submitted with the RTS.
Additionally, the tenderer shall make it possible for the contracting authority to purchase special tools and spare parts on a case by case basis in a period of 7 years following the commencement of the contract.
Finally, it is an integral part of the supplier's obligations under the contract to train DALO personnel in the use and maintenance of the RTS.

Re. section III.2.1) When submitting the bids (but not the application for participation) the tenderers must submit a solemn declaration stating to which degree the tenderer has fulfilled her obligation relating to the payment of diect and indirect taxes and social security contributions in accordance with the legal provisions of the country in which the candidate is established and in Denmark in accordance with consolidation act no. 336 of 13.5.1997 regarding public payments. A form that the tenderers can use will be submitted with the tender material. Re. Section III.2) According to directive 2009/81 art. 41(2) and 42(2), a candidate may rely on the economic, financial and/or technical capacity of other entities, regardless of the legal nature of the links with the entities. If a candidate wants to rely on other entities and wishes that the capacity of an other entities is included when establishing the suitability of the candidate, the candidate must: 1) Prove that the other entities will and shall put the relevant resources at the disposal of the candidate (e.g. by submitting a co-operation agreement), and 2) Provide the same type of information regarding the other entities as the candidate according to section III.2) is obligated to provide on her own behalf.
