Acquisition of Armoured Personnel Carriers (APC)

Danish Defence Acquisition and Logistics Organization (DALO)

The contract regards the delivery of 360 armoured personnel carriers (APCs) for replacement of the existing fleet for the entire Danish Army. During contract negotiations DALO retains the right to adjust the number of APCs to be delivered, however the number cannot exceed 450 or be less than 206, and the negative options as well as the positive options shall be adjusted accordingly, cf. section II.2.2 and the description of the positive and negative options below. I.e. should DALO choose to increase the number of APCs to be purchased, then the number of negative options shall be increased and the number of positive options shall be decreased, still leaving DALO with the option to vary the delivery between a maximum of 450 and a minimum of 206 APCs.
The tender process is divided into two lots (regarding tracked APCs (lot 1) or wheelbased APCs with minimum 4 axles (lot 2)). DALO will only enter into one of the contracts (ie. either tracked or wheelbased APCs). The final decision on whether tracked or wheelbased APCs (minimum 4 axles) is preferred will be taken during the negotiation procedure (presumably after DALO has received the tenderers best and final offers).
The first delivery shall be effected no later than end of 2015 and the last ordinary delivery in 2022. It is the intention that an equal number of APCs are delivered in each year.
The APC shall be delivered in 6 different variants:
(1) Infantry variant,
(2) Command post variant,
(3) Engineers variant,
(4) Ambulance variant,
(5) Repair variant,
(6) Mortar variant.
In terms of numbers the main variants are Infantry and Command Post, representing more than half of the total number while the rest is divided between the 4 other variants. Exact numbers will be stated in the acquisition contract.
The APCs shall be either tracked or wheelbased. For the Infantry variant the APC shall seat no less than 10 crew and passengers and preferably up to 13 and with physical contact between crew and passengers. The APCs need to have approximately 5,5 tons free weight (ia. depending on the size of the APC and the variant). The free weight will primarily be utilized to crew, equipment, GFE, extra capacity for future developments and capacity for additional armour, cf the minimum standards below. Tenderers can offer either a tracked APC (lot 1) or a wheel based APC (lot 2) or can submit a tender for both lots (if invited to tender for both lots). As stated above DALO will only enter into one of the contracts and the selection between lot 1 and lot 2 will be taken during the negotiation process.
The APCs will function in a full-spectrum operational environment from war to humanitarian missions with multiple and diverse threats presenting themselves. This demands that the APCs are flexible, highly mobile and agile in the terrain.
The level of protection and armour shall be high with a minimum of level 4a/4b mine protection and level 4 ballistic protection – all according to STANAG 4569. Please note that certificates issued by a third party institute documenting this protection level shall be presented to DALO before 1.6.2013. Furthermore clearance from seat reference point to roof line shall be minimum 107 cm according to MIL-STD-1472G.
The APCs shall be fully operable in climate zones INTERMEDIATE (A3), HOT DRY (A2) and MILD COLD (C0), INTERMEDIATE COLD (C1) according to STANAG 2685.
The APC is expected to be in use for many years (life expectancy approximately 30 years) and future development potential in terms of weight, power supply and integration of future technologies are considered essential.
Furthermore, the APCs shall comply with requirements related to occupational safety and environmental aspects.
As described under II.2.2) the number of APCs to be delivered can be adjusted by DALO's use of positive options which can increase the total number of APCs to be delivered under the contract to a maximum of 450. In addition, DALO will have the possibility to take advantage of negative options which conversely will reduce the total number of APCs to a minimum of 206. The exact mechanism for DALOs use of options will be described in detail in the acquisition contract.
Prior to delivery, the supplier shall install a variety of equipment that is furnished by DALO. This equipment includes remote controlled weapon stations, battle management systems, radio equipment, etc. The type of equipment will depend on the variant in question.
The supplier shall have a full system responsibility. This means that the supplier maintains full responsibility for the fulfilment of the general fit for purpose obligation notwithstanding any changes, upgrades or modifications (including the changes following from installation of equipment furnished by DALO) made to the APCs by DALO or third parties of any kind. The exact terms and conditions for the supplier’s system responsibility will be described in detail in the acquisition contract.
In addition to the delivery of APCs, the contract includes (1) delivery of an initial stock of spare parts for each APC, (2) Special tools and test equipment, (3) Documentation and (4) Training services.
While executing the contract, the supplier shall observe relevant secrecy obligations.
In addition to this contract, a separate tender procedure is initiated for a sustainment contract (framework contract) covering a variety of services, including management and maintenance services, supply of further spare parts etc. The sustainment contract is also awarded through a negotiated procedure with publication of a notice. The 2 contracts are to be seen as a whole and will be awarded to the same tenderer. Thus, it is a precondition for a tender to be taken into consideration for the award of this contract, that a tender is also submitted for the sustainment contract. Hence, all tenderes have to be selected and to submit tenders in both tender procedures.
