DONG Energy S&D A/S

The tender is for 72,5 kV (60-100 MVA) Cables to be used in DONG Energy's distribution area in Copenhagen and North Zealand, Denmark.
The tender will be split in two packages:
1) 60 MVA Cable
2) 100 MVA Cable
The applicant can be prequalified to submit a tender with stranded copper wire screen and/or stranded aluminium wire screen and/or aluminium foil screen. See requirements in section III.2.3.
The cables will be used outdoor, to be installed directly in the ground or in underground pipes.

Egnethed til at udøve det erhverv:

Prequalification in the tender requires that the applicant for prequalificatin documents, that it:

1) is not in bankruptcy, liquidation or composition with creditors, is not in receivership, has not suspended business activities, is a another similar situation arising from a similar procedure is determined by national legislation;

2) is not sought in bankruptcy, treatment aimed at liquidation, composition outside bankruptcy, receivership or any similar procedures laid down in national legislation;

3) is not by a Court decision under its regulations convicted of an offense that raises doubts concerning his professional conduct;

4) has fulfilled its obligations regarding the payment of social security contributions in accordance with legal provisions of the country where it is established or of the country of the contracting authority;

5) has fulfilled its obligations relating to payment of taxes in accordance with the legal provisions of the country in which it is established or of the country of the contracting authority.

Provision of a service certificate from the Danish Commerce and Companies Agency, which is not more than 6 months old at the time of tendering, or a faith and love declaration covering the above mentioned requirements will be accepted as documentation.

NOTE: It may take up to 14 days or more to have a Service Certificate from the Danish Commerce and Companies Agency issued.

Økonomisk og finansiel stilling:

The Applicant must have had an average yearly turnover of at least 100 000 000 DKK over the last three fiscal years as regards, High Voltage Cables.

The Applicant can demonstrate this by including its annual reports, provided the turnover for the High Voltage Cables appears, or by a statement of faith and love, stating the yearly turnover of the High Voltage Cables.

Teknisk og faglig kompetence:

1) The applicant can be prequalified to submit a tender for a cable with following sheath types: stranded copper wire screen, stranded aluminium wire screen and aluminium foil screen. For each of the screentypes, that the applicant wants to be prequalified for, the applicant must submit 2 type tests of PEXcable of min 72,5kV cable. Type test shall be according to IEC 60840 or IEC 62067.

2) The supplier shall in the application confirm that the first delivery of approx. 27 km 100MVA 72,5kV cable can take place in the period August 2013 to October 2013, with the first part delivery on August 1st. 2013

3) The applicant must confirm that the applicant can produce 72,5 kV PEX-cables where the outer protection sheath, is provided with a layer of extruded semi-conducting PE material. The protecting sheath and the layer of extruded semi-conducting PE material must be in different colours. The applicant must state its capability to produce such a layer of extruded semi-conducting PE material of a different colour and describe how.

4) Include ISO certificates of ISO 9001, ISO 14001 and OHSAS 18001. If not certified include your quality, safety and environment manuals.

5) The applicant must have a Corporate Social Responsibility (CSR) policy. The applicant can document that by including the CSR policy with the application.

Complaints about the provision of a framework agreement must be submitted within 12 months after the originator has signed the framework agreement from the day after the day on which the customer has notified the affected candidates and tenderers.

While a complaint lodged with the Complaints Board for Public Procurement, the appellant shall in writing inform the customer of the complaint lodged with the Complaints Board for Public Procurement, and whether the complaint is lodged in the standstill period.

In cases where the complaint is not filed during the standstill period the appellant shall also indicate whether an appeal is requested delaying effect.
