After evaluating the applications for pre-qualification, the contracting authority will invite up to five applicants that have met the conditions for pre-qualification to submit offers. If the number of applicants that have met the conditions for pre-qualification is greater than five, the contracting authority will invite applicants to participate based on who has executed the highest number of the services listed in section II.2.1) within the last 3 years. In case 2 or more applicants have performed the same number of these services, the depth of the wells drilled in connection with said services will be deciding. The application for pre-qualification and all attachments and exhibits should be signed by duly authorized legal representative(s) of the economic operator authorized to undertake obligations on its behalf in accordance with the company registry or by valid power of attorney. In the latter case, the power of attorney form must be enclosed with the application. All documents submitted must be originals or copies certified as authentic by the economic operator. No documents may be submitted in a language other than English. In case any documents are submitted in a language other than English, the economic operator will be required to submit an authorized translation certified by the economic operator instead. All signatures on documents must be legible. All documents must be submitted in written form, and all attachments and exhibits should be numbered and ordered according to their order of mention in section III.2.1 - III.2.3. All communication between the contracting authority and the applicants/tenderers will and must be in writing. In the case of a positive result of the reservoir tests, the contracting authority predicts that at least 2 wells will be drilled.

Any applicant or tenderer that has been the subject of a conviction by final judgment for one or more of the reasons listed in Art. 45 (1) subpar. a) to d) of Directive 18/2004/EC shall be excluded from participation in this tender.

Any applicant or tenderer to whom one or more situations described in Art. 45 (2) subpar. a) to g) of Directive 18/2004/EC applies shall be excluded from participation in this tender.

For the purpose of evaluation, applicants for pre-qualification must provide the following documents:

1. Solemn declaration signed by authorized representative(s) stating that the applicant is not covered by the grounds for exclusion specified in Art. 45 (1) subpar. a) to d) and Art. 45 (2) subpar. a) to g) of Directive 18/2004/EC;

2. Solemn declaration signed by authorized representative(s) stating that the applicant does not have any unpaid, mature debts in excess of DKK 100 000 to public authorities in Denmark or the authorities in the country in which the applicant is registered;

3. Certificate of registration from trade registry (registrar of companies) or other competent authority in the country of residence of the applicant, issued no more than 6 months prior to the date stipulated in section IV.3.4.

If an economic operator does not submit all of the documentation listed above before the deadline stipulated in section IV.3.4, the application of said operator will be rejected.

Økonomisk og finansiel stilling:

Applicants for pre-qualification must furnish:

a) Solemn declaration signed by authorized representative(s) stating that the applicant is in good economic and financial standing so as to ensure completion of the works as stipulated in section II.1.5. and II.2.1;

b) Documentation that the applicant has relevant professional risk indemnity insurance with coverage up to the amount of not less than 24 000 000 DKK (twenty-four million Danish Kroner) or equivalent.

If an economic operator does not submit all of the documentation listed above before the deadline stipulated in section IV.3.4, the application will be rejected.

Teknisk og faglig kompetence:

Applicants must meet the following requirements:

a) Performed contract for at least one of the following services:

— perforating service,

— tubular running service,

— acid treatment service,

— well production service.

In H2S hazard environment within the last 3 years.

b) Personnel planned to be engaged in the project will have licenses and certificates according to Danish Law;

c) Personnel in all key positions must have international experience and strong communication skills in the English language;

d) All persons responsible for providing and managing services included in the scope of work must have appropriate educational and professional qualifications;

e) Have equipment in very good technical conditions with necessary valid certifications and current inspection survey at his command;

f) HSE management program.

All applicants for pre-qualification must submit a technical profile including, but not limited to the following documents in order to prove that the requirements listed above are met:

1. Statement under Oath signed by authorized management representative that candidate possesses necessary knowledge and experience, technical capabilities and qualified personnel to perform works as stipulated in section II.1.5 and II.2.1;

2. Letters of reference issued by contracting authorities documenting that the applicant has completed at least one contract for perforating, tubular running, acid treatment and well production services in an H2S hazard environment within the last 3 years;

3. List of key personnel with CV’s and solemn declaration signed by authorized representative(s) stating that only personnel that have all current necessary certificates and licenses as specified in subsection b) above will take part in the execution of the contract;

4. Statement under Oath signed by authorized management representative that bidder equipment will have had valid certifications and the inspection survey and will be in very good technical conditions during operations;

5. HSE policy, management system and detailed HSE statistic covering the last 3 years.

If an economic operator does not submit a full technical profile including all of the documentation listed above before the deadline for submission of applications, the application will be rejected.

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse:

A bid guarantee of 60 000 DKK (sixty thousand Danish Kroner) or equivalent is required.

The bid guarantee must be provided together with the offer. A draft of the required bid guarantee will be attached to the draft contract that will be presented to prospective bidders after evaluation of applications for pre-qualification.

Bids from tenderers that do not include the required bid guarantee will be rejected.
