The Operator has a work programme to drill one curve well to a depth 2 522 m MD in the 1/05 license area as well as well testing and completion operations in the same rig locations.
The scope of work is the supply by the contractor to the operator of drilling rig, drilling services, personnel, equipment and material necessary for the management, operation and maintenance.
The estimated commence operations (Spud In) for the drilling of the well in third quarter 2011.

If the number of Contractors who meet the conditions for participation in the proceedings will be greater than ten, the Orderer shall invite, to submit offers, those who receive the highest scoring of fulfillment of conditions. The Orderer will evaluate fulfillment of conditions on the basis of the number of wells performed within the last 3 years. In case several Contractors have drilled an equal number of wells the Orderer will take into account their total depth. The application of for admission to participate in the proceedings together with attachments should be signed by duly authorized legal representative/s of the Contractors authorized to undertake obligations on its behalf, according to the entry on representation in the relevant document entitling appear in legal transactions, or the granted power of attorney. The power of attorney must be attached to the application if it is not stipulated from other documents attached by the Contractor. All documents shall be submitted in form of an original or a copy certified by the Contractor as conformed with an original. The Orderer does not consent to submit application for admission to participate in the proceedings for awarding the contract, statements, offers or other documents in a language other than English. In case of documents drawn up in a other language attached to the application, the Contractor shall obliged to submit these documents along with a English translation certified by the Contractor. Signature under documents should enable identifying the signing person. The application of the Contractor to participate in the objective proceeding under the procedure of a limited tender which will be accompanied by statements, information and required documents should be submitted in written form and attachments should arranged in order, as in the section III.2.1 - III.2.3. It is recommended that the application with attachments will constitute one entirety and pages will be sequentially numbered. On basis of the article 27 subparagraph 1 of the Public Procurement Law the Orderer and the Contractor will convey in writing statements, applications, notifications and information. In the case of a positive result of reservoir tests, the Orderer predicts to drill at least two wells.

Any candidate or tenderer who has been the subject of a conviction by final judgment for one or more of the reasons listed in Art. 45(1) subpar. a) to d) of the Directive 18/2004/EC shall be excluded from participation in this contract.

Any candidate or tenderer to whom one or more situations described by Art. 45(2) subpar. a) to g) of Directive 18/2004/EC are applied shall be excluded from participation in this contract.

For the purpose of evaluation Candidates must provide the following documents:

1. Statements under Oath undersigned by authorized management representatives stating that:

a) candidate does not fall under criteria for exclusion as set by Art. 45(1) subpar. a) to d) and Art. 45(2) subpar. a) to g) of Directive 18/2004/EC,

b) candidate does have not unpaid, due debts to the Danish public authorities or the authorities in the country in which the Candidate is located and registered.

2. Certificates issued by competent authorities:

a) certificate of enrolment from trade registry (registrar of companies) or other competent authority in the country of origin, issued not later than 6 months from date stipulated in section IV.3.4.

Økonomisk og finansiel stilling:

For successful evaluation Candidates must furnish:

a) statement under Oath signed by authorized management representatives stating that Candidate is in good economic and financial standing ensuring completion of the works as stipulated in section II.1.5. and II.2.1,

b) evidence of relevant professional risk indemnity insurance up to the amount of not less than 12 000 000 DKK (twelve milions Danish Krona) or equivalent.

Teknisk og faglig kompetence:

1.Candidate that want to be awarded shall meet the following:

a. performed drilling services contract for at least one deviated well with the depth of minimum 2 500 m MD drilled in H2S and high pressure hazard environment within the last three years,

b. possesses or planned to be engaged in the drilling project indicating the following Item / Position / Number of Personnel On Site / Number of Personnel Total Assigned / Key personnel/Valid certificate.

Notes:

All personnel have to have current:

— first aid training certificate,

— fitness to work medical certificate,

— H2S training certificate (not concerning position 12 and 13),

— fire protection course certificate,

— HSE course certificate.

Personnel in all key positions have to have international experience and to have strong communication skills in English language.

c) educational and professional qualifications of persons responsible for providing and managing services included in the contract,

d) dispose in very good technical conditions drilling rig with necessary valid certifications and current the rig inspection survey.

D-Silter: 1 pcs.

e) The Contractor must have a HSE management program.

For successful evaluation Candidates shall present Technical Profile, including (but not limited to) the following documents:

1. Statement under Oath signed by authorized management representative that Candidate possesses necessary knowledge and experience, technical capabilities and qualified personnel to perform works as stipulated in section II.1.5 and II.2.1.

2. Proved completion of a contract for at least one deviated well at depth of minimum 2 500 m MD drilled in H2S and high pressure hazard environment within the last three years proved by letters of reference issued by contracting authorities.

3. List of key personnel with CV’s and statement under Oath signed by authorized management representative that planned to be engaged personnel will have had current necessary certificates and licenses during drilling operations.

4. Statement under Oath signed by authorized management representative that drilling rig and all bidder equipment will have had valid certifications and the rig inspection survey and will be in very good technical conditions during drilling operations.

5. HSE policy, management system and detailed HSE statistic covering the last 3 years.

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse:

Required Bid Guarantee 60 000 DKK (sixty thousand Danish Krona) or equivalent.

Bid Guarantee shall be furnished before the deadline to submit offers. A draft of Bid Guarantee will be attached to the Draft Contract presented to prospective bidders after evaluation.
