The object of the contract is the design and execution of a custom education program for the project managers of public-private R&D projects supported by the contracting authority. The authority estimates that the first iteration of the program will have approximately 50 participants. However, the authority does not guarantee any particular number of participants. The program is to consist of two elements: 1) "Main course": A 5 week day/4-5 night full time course designed to adress the challenges faced by project managers of projects supported by the authority, in particular management of public-private research cooperations, commercialization of research results, global awareness and networking/knowledge sharing between the project managers. 2) "Continuous educational flow": 1-3 hour/week sessions before and after the main course. These sessions should include kickstarting networking among the project managers before the main course, strengthening and developing said networking after the main course and web-based and/or physical seminars regarding relevant current challenges in the areas of commercialization of technology, IPR/patent strategies and project management.

While the Danish National Advanced Technology Foundation is a contracting authority pursuant to Article 1(9) of Directive 2004/18/EC (the Directive), this contract concerns services which have as their object services listed in Annex II B of the Directive, and accordingly, only Article 23 and Article 35(4) of the Directive apply. This tendering procedure will therefore NOT be conducted pursuant to the Directive, but rather pursuant to Section 15a(3) of the Danish Act on Tender Procedures for Public Work Contracts.
It is emphasized that the publication of the present contract notice does NOT imply that the rules of the Directive (with the exception of the two articles mentioned above) will apply to this procedure or that the tender will otherwise abide by the procedural rules of the Directive.
The tendering procedure that will be used is a combination of an open procurement procedure as described in Article 1(11)a of the Directive and a negotiated procedure as described in Article 1(11)d of the Directive. The exact details of the procedure are included in the tender documents which are available at http://www.hoejteknologifonden.dk.
