Systems Architecture and Database Advisor and GIS Component Advisor, Tanzania
The United Republic of Tanzania and Denmark has decided to merge its assistance to urban development and environmental management in Tanzania (UDEM) with the Tanzania Strategic Cities Project (TSCP), financed by the World Bank. The objective of the TSCP is to improve the quality of and access to basic urban services in participating Local Government Authorities (LGAs). Up to 150 000 000 USD will be provided as a loan to the Government of Tanzania (GoT), and made available to eight urban authorities (Mwanza, Arusha, Mbeya, Mtwara, Kigoma, Tanga, Dodoma and the Capital Development Authority) through three components as follows:
1. Construction of core urban infrastructure;
2. Institutional strengthening;
3. Enhanced capacity for project management plus preparation of future urban projects.
Denmark’s support will be directed to Component 2 of the TSCP. The purpose of Component 2 is to ensure the sustainability of investments provided under Component 1 and to lay the foundation for continued improvement of services.
Component 2 will support institutional strengthening and capacity development activities including investments in Geographical Information Systems (GIS), with the objective of enhancing the capacity of the participating LGAs and their technical capacity to plan and implement the (upcoming) urban management development policy and further develop urban environment measures. The Component will also support capacity improvements in the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), especially with regard to providing additional direction and coordination in each outcome area and disseminating the models and lessons learned from the component.
This contract is for two international advisors: (i) System Architecture and Database Advisor and (ii) GIS for Urban Planning.
The advisors are foreseen to be stationed in Dar es Salaam Tanzania but will travel extensively as they will have to visit the 7 LGAs periodically which are Mwanza, Arusha, Mbeya, Mtwara, Kigoma, Tanga, Dodoma and the Capital Development Authority. Each advisor will have the overarching objective to help PMO-RALG and the participating local entities implement Component 2 of the merged project. During the 18 months, the GIS advisor will be expected to spend approximately 1½ to 2 month per LGA/CDA assisting the authorities with their work programmes, mentoring, on-the-job-training, etc. The System Architecture and Database Advisor will be recruited for 9 months. During each visit, a programme of activities that will be undertaken in advance of the next visit should be agreed. It may therefore happen that some authorities will demand more of the advisor’s input. This introduces an element of demand-responsiveness to the assistance that should be encouraged.
