Service for onshore and offshore wind farms in Denmark

DONG Energy Power A/S

DONG Energy has two off shore wind farms and more than 300 onshore wind turbines in Denmark.
The two off shore wind farms are Horns Rev 2 located off coast of Esbjerg and Nysted Havmøllepark located off coast of Lolland-Falster. The on shore turbines are primarily located in the East of Denmark (Zealand and Lolland-Falster).
DONG Energy operates the turbines by default, but due to lack of resources there is a need for external service providers within four categories 1) WTG Service 2) Cranes 3) Lifts 4) High voltage service.
The Service is to be performed in cooperation with DONG Energy's technicians.
In 2012 Horns Rev 2 wind farm expects to require all kinds of services from approximately 1st of April - 30th of September.
Nysted Havmøllepark expects to require service for Lifts and ad hoc services on the WTG's.
The on shore turbines will reqire ad hoc services.

The procedure for this Tender is a negotiated procedure where participants have to request for participation cf. section III 2.1 - 2.5. If more than three economic operators for each lot submit applications for participation that comply with the requirements specified above, the Contracting Entity will select three operators for each lot to participate in the tender procedure. The Contracting Entity will invite those applicants which appear to offer the best qualifications based on an overall assessment of the documentation requested in sections III.2.2 and III.2.3. In particular, the Contracting Entity will base this selection on: (i) the financial solidity of the applicant; (ii) the quality and relevance of the references submitted by the applicant; and (iii) the amount of capacity that the applicant appears to be able to dedicate to the Contracting Entity during the term of the tendered framework agreement, cf. section III.2.3.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:
Applicants must document the following:
1) A short presentation of the company, including name, address, company registration number and contact informations in connection with this Tender
2) Solemnly declare that the Company, cf. article 45 in EU Directive 2005/18/EF:
— Is not in suspension of payments,
— Has not been declared or requested bankrupt,
— Is not in liquidation or compulsory composition,
— Has not been judged by the force of law for a punishable act,
— Has fullfilled its obligations regarding social responsibilities in the country in which the company is registred,
— Has no unpaid due debt to the Public in the country in which the company is registred.
3) Information about which lot(s) (WTG service, cranes, lifts and high voltage service) the company request for prequalification for.
4) Copy of accreditation if the company requests for prequalification for lift service, cf section III.1.4.
The above should be submitted in one hard copy and one electronical copy (USB or cd-rom).
Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.
Økonomisk og finansiel stilling:
Applicants must submit the following:
1) Financial statements for the last two years. New companies that do not have two years financial statements can prove their financial capabilities in another way e.g. by budgets etc.
The above should be submitted in one hard copy and one electronical copy (USB or cd-rom).
Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.
Teknisk og faglig kompetence:
Applicants must submit the following:
1) An overview of the expected total capacity of the applicant for the year 2012 in terms of relevant technical personnel
2) References for similar projects within the last 5 years. New companies with references for less than 5 years must submit references for whatever possible period.
3) Information on subcontractors if relevant
4) Description of quality management control system
5) Description of environmental management control system.
6) An overview of all significant projects that the applicant expects to undertake in the year 2012, including at least
(i) a brief description of each project, (ii) an estimate of the commencement and completion times of each project, and (iii) an estimate of the amount of capacity
(in the same terms as the overview of capacity that must be provided, see above) that the applicant expects to allot to each project.
The above should be submitted in one hard copy and one electronical copy (USB or cd-rom).
Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.

There are no specific requirements to the legal form to be taken by the group, but if a group of economic operators submit a joint offer, all economic operators in the group must be jointly and severally liable for the performance and fulfillment of the contract.
