Satellite reception system for X/L-band, Greenland

The Danish Meteorological Institute plans to procure a new X/L-band reception station for delivery during the summer 2012 in Kangerlussuaq, Greenland.
The X/L-band system shall receive data from the current NOAA and Metop series in L-band, from NPP and JPSS in X-band and from FY3 simultaneous in X- and L-band.
The reception system shall receive and process data to level0 for use in common satellite data post-processing packages.
The system shall routinely transfer the data to an existing computer system at DMI for further processing, analysis and eventual integration into meteorological products. The system and the software shall be well documented and the software shall have an appropriate user interface.
The reception station will be an essential component and shall demonstrate very high reliability and availability. It will be required to operate continuously and unattended throughout the year. It shall be possible to perform fault diagnosis from a remote location and maintenance should be smooth and easy.
A brief specification would be as follows:
— X/L-band reception,
— Capability to receive X- and L-band data simultaneous,
— Support for NOAA, Metop, NPP, JPSS and FY3,
— High degree of hardware redundancy,
— Well documented software with user interface,
— Unattended operation,
— Easy maintenance,
— Remote control, scheduling and diagnostics,
— Integration with DMI processing systems.
The location of the reception station will be on Blackridge mountain near Kangerlussuaq in Greenland. The supplier shall deliver the equipment to Kangerlussuaq, Greenland.
A number of options are included:
1. Option. The tenderer should quote the extra cost for a larger antenna re-flector size and motivate this with expected performance improvements
2. Option. The tenderer shall quote a price for delivery of a second system for Smidsbjerg, Copenhagen. The option shall be valid for DMI for 3 years

The specifications mentioned in item I.1 and IV.3.3 must be obtained in order to submit an appropriate tender. DMI prefers that inquiries about this are submitted via email. The stated duration of the contract comprises the latest time for completion of the contractually defined acceptance test and the 4 weeks (minimum) service level test for the delivery to Greenland. Consequently, installation and acceptance test must have been carried out in due time before. In addition the duration of the contract will comprise the spare part obligation of 10 years and the second system option.

(c) Relevant certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards
