Evaluation of the Danish regions of origin initiative support to Afghanistan
Denmark has provided substantial development assistance to the reconstruction of Afghanistan for a decade, with the main purposes of contributing to national, regional and global security as well as to poverty reduction. In Denmark, as well as in the wider donor community, there is a wish to learn from the experiences with development assistance to Afghanistan, and the Evaluation Department of the Danish Ministry of Foreign Affairs (EVAL) has therefore decided to commission an evaluation of the Danish support to the regions of origin initiative support to Afghanistan from 2005-2009. This is one of several evaluative processes being carried out in 2011 for the Danish support to Afghanistan; the others being an evaluation of the Danish support to education and several evaluation studies.
A significant amount of the Danish support has focused on assisting Afghan refugees and internally displaced people as close to their home as possible through the regions of origin (ROI) initiative. The first Danish ROI support to Afghanistan was implemented during 2005-2009 with a budget of DKK 100 000 000. The second phase of the Danish ROI support to Afghanistan (2009-2012) was initiated in December 2009 with an expected total budget of DKK 290 000 000.
The programme framework for the second Danish ROI support phase was formulated within the framework of the Afghan national development strategy (ANDS), the Strategy for Danish political, civilian and military efforts (2008 – 2012) and the strategic framework for the Danish regions of origin initiative” (2008). 4 partners (organizations) were chosen for implementation of the activities, which focus on livelihoods and protection in areas receiving a high number of returnees, in particular: strengthening of economic growth and livelihoods in rural areas; improving access to protection and legal support, especially with regard to land and property issues; ensuring improved access to safe drinking water, sanitation, and hygiene education and; ensuring that the rights of returning refugee women are respected and upheld and that they are incorporated in general assistance programmes.
The main purpose of this evaluation is to analyse and document results and lessons learned from Danish ROI support to Afghanistan, by applying the 5 OECD-DAC evaluation criteria (relevance, efficiency, effectiveness, impact and sustainability). The evaluation is expected to focus primarily on activities undertaken under the current second phase (2009-12) of the Danish ROI support, however assessments of impact and sustainability aspects may include activities undertaken within the first phase of ROI (2005-08). Since the ROI activities are still on-going within the second phase (2009-12), the evaluation will be a real time “learning” evaluation. The outcome of this ROI evaluation will be relevant for current and future Danida ROI support, not only in Afghanistan but also in other fragile states where Danida is providing ROI support. Likewise, it is expected that the evaluation will be useful also to the Government in Afghanistan and other development partners.
The required competences of the evaluation team should include, but are not necessarily limited to, the following areas:
— Planning, leading and reporting complex evaluations,
— Evaluation methods, including theory based evaluation, conflict and contribution analysis as well as thorough experience with mixed methods analysis,
— Knowledge of aspects related to legal assistance, resettlement, water and rural development/agriculture,
— Aid architecture and modalities, including Danish development cooperation,
— Development assistance in fragile states/conflict and post conflict situations,
— Specific knowledge of Afghanistan (country and context knowledge).
In addition, ability and willingness to conduct field work in situations which require special security considerations and precautions (i.e. working under protection) and to handle considerable logistical challenges in relation to planning and carrying out field work is essential. Ability to mobilize local consultants will be an advantage.
