The Renewable Energy Development (RED) Programme (2009-2013) started in April 2009 to support the Government of China (GOC) in developing renewable energy enhancing the energy supply security and reducing greenhouse gas emissions and air pollution emanating from fossil fuel burning. Further, the GOC wishes to establish an R&D environment that can generate cutting edge technologies that will substantially enhance the performance of RE sector in the country and thereby contribute to the national RE development goals.
The development objective of the RED Programme is “Reduced future greenhouse gas emissions through increased use of renewable energy” while the immediate objective is “Enhanced national capacity to develop the renewable energy sector in China”. This is to be achieved through the implementation of two programme components.
Component 1: Institutional development of the GOC’s strategic planning institutions aims to enhance the Government of China’s capacity to manage the Chinese RE sector. The component includes amongst others support for the preparation and creation of a National Renewable Energy Centre (NREC) and the development and implementation of sub-sector strategies for wind, biomass and solar energy.
Component 2: Development and implementation of innovative RE technologies aims to establish Danish-Chinese institutional and business partnerships to cooperate on further development of RE technologies in China.
The RED Programme document include a comprehensive Monitoring and Evaluation system for the programme including regular progress reporting, external monitoring reviews and post evaluation.
The intervention of the monitors should at least be twice a year and conducted well in advance of the semi-annual PSC meetings. The following personnel is tentatively foreseen:
— one senior institutional and programme monitoring expert,
— one senior renewable energy sector expert.
