Consultancy services for water sector programme support II, Zambia
The overall purpose of this water sector programme support, phase II (WSPS II), is to support the water supply and sanitation sector in terms of capacity development and contributing to meeting national targets in Zambia. The WSPS II will build on achievements from phase I as well as conclude and phase out the support to the sector in Zambia.
The WSPS II consists of three components:
1) Rural water supply and sanitation, aimed at supporting implementation of the national rural water supply and sanitation programme.
2) Urban water supply and sanitation aimed at providing funding to the devolution trust fund; and earmarked support to two commercial water utility companies.
3) Sector capacity development aimed at providing earmarked support to the University of Zambia to develop the sector’s capacity.
The consultancy services are largely concentrated on the national rural water & sanitation programme with limited short term input to the water utility companies, and limited input to the University on financial and administrative issues. Inputs are expected to include the following staffing inputs:
— A long term rural water & sanitation programme management advisor,
— Several international and local short-term inputs within for example financial management, sociology, engineering and hydrogeology,
— A long-term senior support team advisor for the provincial and district capacity building effort, supported by a number of long-term local staff. the latter will be hired after commencement of the contract.
The 130 million DKK support will end December 2013 when Danish support to Zambia is expected to be fully phased out.
Please note, that the award of contract is subject to the final approval of the Zambia Water Sector Programme Support II by the relevant authorities.
