Consultancy services for the External Evaluation of PN-AEPA, Burkina Faso
The Government of Burkina Faso adopted December 14, 2006 the National Programme for Water Supply and Sanitation (PN-AEPA) up to 2015. The program adopted the MDGs. The PN-AEPA became the national program framework for the WSS sector development. It has its foundations in the framework law on the water management that prioritizes the needs of people with drinking water from other uses and also relies on the Action Plan for the Integrated Water Resources Management (PAGIRE).
The overall objective is to improve the quality of life of the population by ensuring equitable access and adequate drinking water and sanitation by 2015.
The external evaluation, which is the subject of this tender, will cover all the Components of PN-AEPA and will consist of an in depth analysis of the efficiency, the effectiveness and the impact of the Programme.
A survey of beneficiary satisfaction by involving civil society actors will be carried out by others according to separate Terms of Reference and is not included in this tender.
Before the mobilisation of the team which will carry out the external evaluation the administration will assemble all the documentation that covers the period 2007 à 2010.
These documents, including the survey of beneficiary satisfaction will serve as support to the team that will carry out the external evaluation.
The external evaluation team will consist of 6 international experts as listed below:
— expert in monitoring and evaluation, team leader,
— expert in rural engineering,
— expert in programming/budgeting,
— expert in statistics and information technology,
— expert in community mobilisation,
— expert in local development.
The evaluation will take three months from October to December 2011 including field visit and production of the reports.
