Consultancy services for the Evaluation of the Danida Fellowship Centre (DFC)

Danida Fellowship Centre (DFC) was founded in 1990 to manage and implement the Danida supported Fellowship Programme. The Fellowship Programme supports capacity development (CD) in developing countries (primarily, but not solely, Danida’s programme countries) by organizing and/or implementing CD support in terms of courses, study, research, study tours, seminars, etc. in Denmark as well as in developing countries. Over the years, considerable resources have been allocated to the Fellowship Programme. In recent years, DKK 60 million per year have been allocated on the bill of finance.
Danidas Evaluation Department now wishes to commission en evaluation of the support to the Fellowship Programme under DFC. The overall purpose of the evaluation is to document and assess the supported activities and the related results, both with regards to the specific objectives and the overall aims, so as to contribute to both accountability and learning. By implication the evaluation must assess the different achievements, as well as the framework and processes for bringing the results about The evaluation is expected to apply the OECD-DAC evaluation criteria, with the emphasis on relevance, effectiveness and efficiency.
The evaluation is expected to have its main focus on the period 2008-2011, with consideration of the earlier period (especially 2001-2008) as well, as may be relevant. The evaluation is expected to be based on both quantitative and qualitative methods. The evaluation should be able to draw on expertise with regards to the relevant field of teaching, learning and capacity development. Comparative information on other (like-minded) donors support to the areas should be included. The evaluation is expected to include visits to local institutions which run DFC courses in developing countries and/or countries, from which a substantial number of participants have come. The final selection of countries is to be decided during the inception phase, but it is suggested that Uganda and Ghana are considered.
The evaluation is expected to commence in March 2012; to be finalized in August 2012.

Økonomisk og finansiel stilling:
(a) Professional risk indemnity insurance.
(b) Annual turnover of the Candidate.
Mindstekrav til niveauet:
(a) 2 000 000 DKK independent of other damage.
(b) 10 000 000 DKK.
Teknisk og faglig kompetence:
a) List of similar services/contracts provided in the last 3 years.
(c) Measures for ensuring quality.
(e) Education and professional qualifications.
(g) Average annual manpower.
(i) Subcontracting.
Mindstekrav til niveauet:
(a) One similar contracts within the last 3 years.
(c) Minimum an EN ISO 9001 certification or similar, or an acceptable operating quality assurance and management system.
(e) Management has considerable relevant technical and management experience.
(g) List of average manpower divided on Management staff and other staff. Minimum usually well in excess of those required for the assignment.

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse: An advance payment guarantee will be required.
De vigtigste finansieringsbetingelser og betalingsordninger og/eller henvisning til de relevante bestemmelser, der regulerer dem: Financial conditions will be specified in the Tender Document.
Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:
A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.
Applicants who apply as a joint venture shall each provide the documentation required under III.2 below.
If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability.

In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any firm or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition.
