Consultancy services for Support to Municipalities (PDA), Environment Sector Programme Support, Phase II, Mozambique
Denmark has supported the environment sector in Mozambique since 1996. Phase I of the Environmental Support Programme ended in December 2010 and a Phase II started in January 2011 with a total grant of 235 000 000 DKK. One of the Phase I Components supported Municipalities. As of 2009, 13 municipalities are supported in a co-financing arrangement between the Danish, Swiss and Austrian development assistance agencies (named the P13 programme). The Danish support to the joint programme will continue as Component II in the new Phase II of the Environmental Support Programme. The second phase of the joint municipal development programme (Programa do Desenvolvimento Autarquico (PDA)) will be carried out from 2012–2014. It is anticipated that the PDA will be finally approved in September 2011, and the TA in place January 2012.
The PDA’s target audience is the population of thirteen municipalities in five provinces of the country.
The overall objective of the PDA is to contribute to urban poverty reduction and improve the living conditions of the poorest women and men, through strengthening of autonomy and balanced and sustainable development of the municipalities, improvement in environmental conditions and greater scope and quality in the provision of services.
In order to reach this objective, the program is made up of six components, namely:
— Component 1: Management of Urban Land and Territorial Planning,
— Component 2: Financial Management of Municipal Revenues and Expenditures,
— Component 3: Solid Waste Management,
— Component 4: Urban Services,
— Component 5: Support to the Institutional Framework for Support to the Municipalities,
— Component 6: Cross-Cutting Issues: HIV/AIDS and Gender.
Long-term and short-term Technical Assistance will function on a day-to-day basis with the program’s executive management entity, UGP, but will also have advisory tasks in relation to all the beneficiary institutions within the PDA. The advisers will refer to the Steering Committee of the PDA represented by the UGP.
This contract will cover the following:
— one international and one national adviser to support the installation and the operation of a municipal management system,
— one international and one national adviser to support the urban land management and territorial planning,
— one international and one national adviser to the field of solid waste management,
— short term technical assistance (local as well as international).
The advisers will be placed at the UGP in Nampula, but will have frequent travels to the other municipalities in the programme and to Maputo.
