The contractor is to furnish and install a turnkey solution including mechanical equipment and installation, electrical equipment and installation, controls equipment and installation and associated programming. Contract is to provide a phased solution which maintains airport operation and capacity throughout the construction.
Project consists of existing baggage handling system expansion to meet Copenhagen Airport’s growing capacity and throughput requirements. Expansion includes an increase in capacity throughout multiple aspects of the baggage handling process including check-in, main transport, baggage security screening, and early baggage storage.
Contract includes baggage security screening utilizing matrix / cluster philosophy including proper load balancing and fallback solutions.

The contracting entity will select maximum 5 candidates to participate. If more than 5 candidates meet the criteria for selection, the candidates invited to submit a tender will be chosen using the following criteria: (a) evidence of proven technical capacity to carry out the contract, including evidence of compliance with all minimum requirements set out in III.2.3) and evidence of ability to deliver drawn from references for current and recent contracts of a similar size and nature; (b) evidence of proven economic and financial capacity to carry out the contract, including evidence of compliance with the minimum requirement set out in III.2.2) and the size of the candidate's equity. The selected candidates will be required to sign a non-disclosure certificate prepared by the contracting entity before receiving the tender documents. All candidates are requested to sign and include the non-disclosure certificate as part of their request to participate. The certificate can be obtained from the contracting entity's contact person, cf. section I.1.). If a selected candidate has not included a signed certificate with the request to participate, the candidate will have to sign the certificate after the selection in order to receive the tender documents. This may lead to a shortening of the time available to prepare the proposal. Request to participate shall be marked " EU tender - BHS Enhancement Project - Copenhagen Airports A/S" and forwarded by mail or courier to the contracting entity's contact person, cf. section I.1.) in two (2) copies.

1) Project includes an option for the turnkey supply of a baggage handling system for a new transfer facility. Transfer facility to centrally locate the unload, screening, and sortation of transfer baggage and is to interface with the existing baggage handling system. Option transfer facility is to utilize baggage "individual carrier system" technology.

To be eligible for participating in this contract award procedure, candidates must not be in any of the situations listed in Article 45 of Directive 2004/18/EC.

(1) A certificate or declaration duly signed demonstrating that the candidate is not in any of the situations listed in Article 45 of Directive 2004/18/EC.
Any candidate found by the contracting entity to be guilty of misrepresentation in providing any information required as a condition of participation in this tender produre or fails to supply information, may be declared ineligible and not selected to continue in the process.

Økonomisk og finansiel stilling:
The candidates must have the economic and financial capacity to perform the tasks covered by the contract. The following minimum requirements apply:
(A) Minimum annual total turnover of 100 million EUR.
The following documents must be provided in evidence of economic and financial capacity:
(1) Evidence of relevant professional risk indemnity insurance.
(2) Audited income statement(s) and balance sheet(s), covering the 3 previous financial years comprising the overall turnover of the candidate, the turnover in respect of activities which are of a similar type to the subject matter of this notice, and the candidate's equity.

Teknisk og faglig kompetence:
The candidates must have the technical and professional capacity to perform the tasks covered by the contract. The following minimum requirements apply:
(A) Minimum three (3) installations in airports each having at least twenty (20) million annual passengers within the last five (5) years. The value of each of these reference installations shall be minimum twenty (20) million Euros.
(B) Established engineering service and facility. Facility to consist of minimum 20 engineers and 40 total staff.
(C) Experience with Brownfield site(s).
(D) Experience with in-line screening with cluster / matrix configuration.
The following documents must be provided in evidence of technical capacity:
(1) A list of comparable works carried out in airports over the past 5 years, detailing the scope of the deliveries, the time of delivery, the value of the contract, number of annual passagers of the airports (if known by the candidate), and contact infomation of the purchasing airport. The contracting entity is likely to contact the stated references.

(2) A description of the candidate's engineering service and facility including an overview of the candidate's manpower ressources (at least the number of employed engineers and total staff).
(3) A description of the candidate's experience with Brownfield site(s).
(4) A description of the candidate's experience with in-line screening with cluster / matrix configuration.
(5) A description of the candidate's QA-system for design, production, installation and commissioning of bagage handling systems.
(6) An indication of the proportion of the contract which the candidate intends possibly to subcontract.
The candidates are requested not to submit no more than 25 pages in total for the documents listed above as (1)-(6).

Employees working in the airport's restricted area shall obtain security clearance.
The contractor shall:
(1) ensure that critical spare and replacement parts required by the system are made available for a minimum of a fifteen (15) year operational period through the availability of shop and As-Built drawings and through the availability of the actual parts.

(2) be able to perform on-line support within 30 minutes and on-site support within 4 hours notice by skilled technician during the period in which the contractor shall remedy defects.
(3) establish a consignment stock in Copenhagen Airport, Kastrup, containing spare parts that are not immediately available locally.
(4) be represented by an english or danish speaking manager thoughout the entire design and execution phase as well during performance of repair and maintenance work.
