There is no requirement for a group of economic operators (consortium) that submits a joint tender to assume a specific legal form.
If a consortium submits a joint tender, the participating operators are obligated to appoint a joint secretariat in which an appointed agent shall act on behalf of the consortium and its participiants in all matters relating to the submission of tenders and - provided that the contract is awarded to the consortium - all matters relating to the contract.
