Adjustment of J-tubes and tightening of immersed seals on offshore wind farm(s)

Generally seen the work consists of:
— Development, production and test of tool to raise and adjust the J-tubes at hang-off.
— Adjusting J-tubes at hang-off, tightening seals at seabed and installing constraint system on J-tubes at lover internal platform.
— Optional (diving)inspections before and/or after the above mentioned work may be included. And may be the only work done.
— Preparation of risk analysis and method statements for the work.
— Providing of vessels in connection with the work.
DONG Energy expects the Services to be performed on Gunfleet Sands Wind Farms in UK in 2012 and eventually on other off shore wind farms in DK and/or UK. Whether the Services will be needed on other wind farms will be decided in 2012/2013 just as it will be decided whether the Agreement will be extended.

The procedure for this Tender is a negotiated procedure where participants have to request for participation cf. section III 2.1 - 2.5. If more than five economic operators submit applications for participation that comply with the requirements specified above, the Contracting Entity will select five operators to participate in the tender procedure. The Contracting Entity will invite those applicants which appear to offer the best qualifications based on an overall assessment of the documentation requested in sections III.2.2 and III.2.3. In particular, the Contracting Entity will base this selection on: (i) the financial solidity of the applicant; (ii) the quality and relevance of the references submitted by the applicant; and, (iii) the amount of capacity that the applicant appears to be able to dedicate to the Contracting Entity during the term of the tendered framework agreement, cf. section III.2.3.

Applicants must document the following:
— A short presentation of the company, including name, address, company registration number and contant informations in connection with this Tender,
— Solemnly declare that the Company, cf. article 54 in EU Directive 2004/17/EC:
— Is not in suspension of payments,
— Has not been declared or requested bankrupt,
— Is not in liquidation or compulsory composition,
— Has not been judged by the force of law for a punishable act,
— Has fullfilled its obligations regarding social responsibilities in the country in which the company is registred,
— Has no unpaid due debt to the Public in the country in which the company is registred.

Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.
Teknisk og faglig kompetence:
Applicants must submit the following:
1) References for similar projects within the last 3 years. New companies with references for less than 3 years must submit references for whatever possible period.
2) Information on subcontractors if relevant
3) Description of quality management control system
4) Description of environmental management control system
5) An overview of the expected total capacity of the applicant for the year 2012 in terms of:
(i) customer service/account management personnel,
(ii) relevant technical personnel, and,
(iii) relevant technical equipment
6) An overview of all significant projects that the applicant expects to undertake in the year 2012, including at least:
(i) a brief description of each project,
(ii) an estimate of the commencement and completion times of each project, and,
(iii) an estimate of the amount of capacity (in the same terms as the overview of capacity that must be provided, see above) that the applicant expects to allot to each project.
The above should be submitted in two hard copies and one electronical copy (USB or cd-rom).
Selection of applicants for participation in the tender procedure will in part be based on the quality of the content of the documentation specified above, cf. section VI.3.
